Eagle visits Randy to deliver the news that "that man" has returned. Randy warns Eagle not to let his personal feelings get in the way of his job.

Jessie treats the infant Razz for a fever, but notices a large, dragon-shaped tattoo on her father Drew's left arm. When Jessie offers to help him remove it, Drew replies cryptically that he has no right to ask favors of the district's Blue Doctor.

Walking home, Jessie finds a man with a huge, scaled arm hiding in an alley and wincing in pain. When Jessie offers to ease his suffering he staunchly refuses her aid. Eagle throws himself between the two, identifying the strange man as Rowan and driving him off. Disquieted by the experience, Jessie breaks into tears. Eagle promises to always protect her, but his mind drifts back to his wife's final moments.

Safe back at the clinic, Jessie eats dinner with Randy and learns why Eagle was so concerned — Rowan is the leader of the Garicalege, a cartel of smugglers and criminals who traffic in the blood of Blue Doctors. Rowan is also the man who killed Eagle's wife Yuma.

The next day Jessie returns to Drew's home to check up on Razz and deliver an experimental tattoo removal serum for Drew. Drew, who is out shopping while Razz sleeps, runs into Rowan and pays the ultimate price for trying to leave the Garicalege. Randy finds Jessie's notes on removing a "dragon shaped tattoo" from Drew's arm, realizes that Rowan's return to Lezak is likely tied to Drew's affiliation with the Garicalege, and rushes to the scene.

Jessie and Randy find Drew's house on fire, with Razz still inside. Jessie dashes in to save the baby, but she herself needs to be rescued by Eagle after she she's overcome by the smoke and flame. She wakes up wrapped in Eagle's cloak and learns that Razz is safe. Drew's body is recovered.

Days later, Jessie washes and returns Eagle's cloak. Saddened that she was unable to help Drew while he was alive, she asks if she might be allowed to bury the experimental tattoo removal serum with him.


Chapter 3 provides examples of:

  • Badass Transplant: Rowan's introduction includes a shot of his hulking, claw-tipped dragon arm. He reveals to Jessie that it was grafted onto him by an alchemist.
  • Cordon Bleugh Chef: Although Jessie comments that Drew's cooking looks good, he worries over improving the taste because his wife dislikes it.
  • Fantastic Terrorists: The Garicalege. Randy describes their activities to Jessie, which include obtaining Blue Blood through illegal means (i.e. kidnapping and bleeding Blue Doctors), counterfeiting Blue Blood, and selling their products on the black market.
  • Flower Motifs: While telling Drew that Lezak is his hometown, Rowan pulls a rose from a climbing trellis with his clawed dragon hand. He then crushes it in his grip, symbolizing the danger he poses to Lezak's peace.
  • Group-Identifying Feature: The dragon tattoo on Drew's arm signifies that he was once a member of the Garicalege.
  • Heroic Fire Rescue:
    • Jessie dashes into Drew's burning house to rescue the infant Razz but finds herself overwhelmed by the smoke and flames before she can find her way out. Before passing out, she slices her arm so that her blood can keep Razz alive.
    • Eagle rushes in after Jessie and finds her passed out on the floor, sheltering Razz from the fire. He rescues them both.
  • House Husband: Drew's wife is the breadwinner of their family, while his responsibilities include the shopping, cooking, and care of baby Razz.
  • The Lost Lenore: Randy reveals to Jessie that Eagle's wife was murdered by Rowan.
  • Playing with Fire: Rowan's Fire Dragon arm has the ability to shoot fire.
  • Tattooed Crook: The dragon tattoo on Drew's arm marks him as a member of the Garicalege.
  • Reformed Criminal: Drew left the Garicalege and tried to live as a good, law-abiding citizen and stay-at-home father. He even refuses Jessie's offer of medical aid and tattoo removal, believing he doesn't deserve to benefit from the healing powers of the Blue Doctors after aiding the Garicalege in harming them.
  • Rescue Romance: After rescuing Jessie from bandits in the previous chapter, Eagle now rescues Jessie from a raging fire. Jessie wakes up wrapped safely in his official guard cape as he praises her for rescuing the infant Razz.
  • Resignations Not Accepted: Although Drew was once a member of the Garicalege, he attempted to desert the group and live an upright life to atone for his crimes. Rowan finds him and kills him for leaving the gang.
  • Rugged Scar: On top of having a Badass Transplant arm from a fire dragon, Rowan has a large scar over his right eye.
  • What Could Have Been: The Author's Notes for this chapter reveal that Yuuki Ryou initially conceived of the manga starring a boy named Jessie, and that his best friend would be a cute, upbeat girl character. The cute girl got more and more attention, and eventually became the protagonist.
