Kimi starts a petition to ban cellphones from school while phone-addicted Angelica creates a counter petition to keep cellphones. But since no one likes Angelica enough to sign her petition, she recruits Chuckie to campaign for her cause, which causes tension between Kimi and Chuckie.

Meanwhile, Chas and Kira celebrate their tenth anniversary and Tommy is tasked with putting together a video for the party, which drives him to exhaustion.

Tropes:

  • Embarrassing Old Photo: Angelica and Chuckie browse Tommy's computer for a photo embarrassing enough to humiliate Kimi while Tommy has fallen asleep from all his hard work. She settles on one of Kimi's Rugrats (1991) counterpart sitting on a potty chair and crying, which she puts on posters with a speech balloon saying "Quick! Someone hand me a cell phone!"
  • Exhausted Eye Bags: Tommy develops these due to staying up for multiple nights putting together the anniversary video for Chas and Kira.
  • Feud Episode: It starts off as one between Kimi and Angelica, but quickly turns into one between Kimi and Chuckie once Angelica ropes Chuckie in doing her dirty work for her and Susie pushes Kimi into going hard on Chuckie just because she doesn't want Angelica to win.
  • Food as Bribe: Kimi gives out rectangular cookies in order to convince people to sign her petition. Angelica scares the kids off by pretending to get sick from eating the cookies.
  • Foreshadowing: Neither Kimi nor Chuckie have cellphones. Guess what they get at the end of the episode.
  • The Glasses Gotta Go: Angelica makes Chuckie wear contacts, believing that will improve Chuckie's image and increase her chances of victory. They're very uncomfortable and Chuckie struggles to see through them.
  • Hated by All: Angelica has made so many enemies throughout the years that even the kids who agree with her cause refuse to sign her petition, figuring that as long as they don't sign Kimi's either, they'll win. It's because of this that she chooses the more likeable Chuckie to petition for her (and even that was because everyone else she asked said no).
  • Hypocrite:
    • During the debate, Chuckie reveals Kimi has written to Santa Claus asking for a cellphone for three years in a row. Kimi weakly claims that it was before she decided she didn't want one. Even before that, Lil says that Kimi has wanted a cellphone for a while, but Kimi defensively denies it. (In Kimi's defense, it wasn't the cellphones themselves that she had a problem with, it was the constant ringing, loud talking and belittling she received for not having one that drove her to start the petition. Once she and Chuckie make up, she agrees to a compromise by having one area outside the school where cellphones aren't allowed.)
    • Angelica belittles Chuckie for letting Kimi walk all over him, even though she's doing the same.
  • I Have No Son!: Chuckie and Kimi renounce each other as brother and sister. Fortunately, they make up at the end.
  • Jerkass Has a Point:
    • While she was trying to manipulate Chuckie into siding with her, Angelica was right in saying that Kimi tends to push him around a bit (such as when she handed him a stack of flyers to put up even though he was trying to help Tommy put together the video for Chas and Kira) and that he needs to stand up to her.
    • Also when Susie blames Chuckie and Kimi's blowup on Angelica playing dirty, she correctly points out that Chuckie and Kimi chose to play dirty. Susie even agrees with Angelica, but still insists that it's up to them to make things right.
  • Mistreatment-Induced Betrayal:
    • Angelica hires Dil to collect polling data for her, but when Angelica doesn't pay him, he feeds that info to Kimi and Susie.
    • The main reason why Chuckie sides with Angelica is because he's tired of Kimi forcing him to do things for her and not letting the underwear incident go.
  • My God, What Have I Done?: Once Kimi and Chuckie blow up at each other during the debate, Susie realizes that she, in her own words, helped bust up a family and is deeply regretful. And although she tries to brush it off, Angelica clearly feels guilty too.
  • Noodle Incident: Chuckie apparently left his dirty underwear hanging on a doorknob on the morning before the episode began (he claims he was in a hurry trying to get ready for school) and Kimi holds that against him for the entire episode, even revealing the incident to the whole school while trash talking him during the debate.
  • Paper-Thin Disguise: Dil covers his face with Groucho glasses while polling for Angelica. No one is fooled.
  • Phone Aholic Teenager: Almost every student has become this at school. Fed up with this, Kimi decides to start a petition drive to ban the use of cell phones in school. Angelica, however, isn't going to stand for this and is determined to stop Kimi by fair means or foul.
  • Sdrawkcab Alias: The names on Angelica's petition are her and the other 'Rats' names spelled backwards.
  • Suspicious Ski Mask: Angelica and Chuckie wear the open face variety as they sneak into Tommy's house to steal embarrassing baby pictures of Kimi. The masks don't cover their faces at all, but at least they're wearing dark colors suitable for blending in with the night.
  • X Must Not Win: Susie is the one who suggests Kimi start a petition, but once Angelica starts hers, Susie's goal quickly shifts from helping her friend to making sure Angelica doesn't get her way. Chuckie likewise isn't all that interested in the issue at hand and just wants to stick it to Kimi.
