  • The Bureau operates independently during the game because the Outsiders are disrupting all electronic communications and they are unable to contact Washington DC. But they also have the capability to send their people on missions literally anywhere within the continental United States, from California to Florida to Maine. Why not send a team to DC to assess the situation in person, and if the proper government authorities are found, give a report and request further instructions?
    • Because the Bureau is essentially set up to be completely independent from the get-go, per Faulke's alterations to the project. It was most likely done in case the White House was compromised.

  • So in this continuity, the Bureau of Strategic Command only officially becomes XCOM right after the invasion begins. So, how did the new name become widespread enough in such a short time that they had patches and logos ready?
