If you trace back Dove's lineage, you'll discover she's actually Nictuku - a Nosferatu bloodline that's despised by most Nosferatu. While some of their weaknesses obviously don't apply to Dove, at least two do. One of them is more obvious - they're far more hideous than most Nosferatu. The second is more subtle in that Nictuku are somewhat claustrophobic, and usually need to be able to see the moon. The fridge brilliance comes in when you realise that Dove is a driver - a career choice which ensures that she'll almost always see the moon at night. And it also fits perfectly with her initial eagerness to get you off the job so she can do it instead.
The Second Inquisition kills people who've been around vampires or been fed on by them, like the refugees from Camp Scheffler, because they're ostensibly "infection risks". But Donati is a ghoul who's spent over 200 years hunting vampires. There's no way she doesn't know Kindred don't work like that. Which means either she's decided not to tell the rest of the organization for whatever reason she places above "not shooting innocent people", or she has told them and they just don't care.
