- In Season 4's Refuge, The Republic of Abkhazia appears to be a fully independent state which the U.S. has diplomatic relations with. This is in contrast to its real-life status as a breakaway state largely unrecognized by most of the world, including the U.S., which still recognizes it as a part of Georgia (the country). So what might've changed in Madam Secretary? The Ukraine deal, which saw an autonomous state carved out of Ukraine's eastern and southern oblasts, from Odessa to Luhansk. To other countries with Russian-backed breakaway regions, this might've been viewed as a signal that the U.S. was pulling away from the region, and pushing for negotiated settlements with Russia. So it's likely that in light of the Ukraine agreement, Georgia might have agreed to officially grant Abkhazia and South Ossetia independence, in exchange for concessions from Russia and security guarantees from the U.S. and NATO.
