The Cybertronian High Council who are the true antagonists of the entire series.
In General
- Combining Mecha: The High Council combines to form Galvatronus.
- Greater-Scope Villain: They are responsible for the following:
- In the episode Bee Cool, they might possibly be the ones responsible for erasing the Stunticons' criminal records.
- They busted Steeljaw and his pack, as the wolf Decepticon revealed in Exiles.
- They forcefully reprogrammed the Activator Mini-Cons to free Soundwave from the Shadowzone in Collateral Damage.
- They are responsible for rewiring Dropforge and three other Autobot officers in Five Fugitives.
- Holographic Disguise: The High Council are Decepticons who use light benders attached to their legs to disguise themselves as Autobots.
- Not-So-Well-Intentioned Extremist: They're using mind control to make Autobots obey them in order to invade Earth for the good of Cybertron. It turns out they're actually Decepticons who are trying to conquer Earth and seek to have Megatron return.
- Spanner in the Works: Megatronus crashing the Alchemor ultimately undoes all their plans as this ultimately brings the Bee Team together, away from their influence, and leads to the revival of Optimus Prime.

- Beard of Evil: His undisguised form.
- Canon Character All Along: At first it looks like he's just a corrupt Autobot who shares the same name as the Generation 1 Decepticon. Then it's revealed he uses holograms to mask that he's a Decepticon, one who looks just like his Generation 1 namesake.
- Combining Mecha: As Galvatronus, he forms the torso.
- Didn't Think This Through: It's probably not a good idea to repeatedly ignore your teammate's objections and low-key bully her into compliance when you all form a Combining Mecha which needs all of you to move properly. Cyclonus keeps ignoring or downplaying Cyberwarp's reluctance to go through with the plan to invade Earth and fight Team Bee. This leads to her blocking her arm in a crucial moment of the combiner battle and Ultra Bee landing the decisive blow on Galvatronus.
- Idiot Ball: The Autobots manage to disable the lightbenders keeping his and his teammates' Autobot disguise up while the camera broadcasting the entire High Council chamber to all of Cybertron is still running. You'd think immediately cutting the feed so the masquerade doesn't break further would be priority number one. Instead, Cyclonus not only ignores the danger the camera poses for the High Council's plan, he proceeds to gloat about their evil schemes in full view of it while brutalizing Ultra Bee.
- Sadist: He freely admits that other species (such as humans) only have to suffer for their ambitions because he sees it as a happy bonus.
- Undying Loyalty: Cyclonus seeks to get in contact with Megatron, in hopes that he would lead the Decepticons once again. He is so devoted to this goal that all of his machinations throughout the series are dedicating to achieving it, and he is immensely furious with the Bee Team for thwarting his plans.

- Combining Mecha: As Galvatronus, she forms the right arm.
- Heel–Face Turn: Cyberwarp is reluctant to go along with the plan to invade Earth and rebuild the Decepticon Empire. She eventually betrays Galvatronus by stopping him from killing Ultra Bee, allowing the Bee Team to defeat him.
- Token Good Teammate: She sympathizes with both Autobots and Decepticons without conflict, as well as desiring for other races to coexist peacefully.

- Palette Swap: She's a retool of Cyberwarp with a different headsculpt.

- Talking to Themself: Similarly to Menasor, he begins talking to his arm when Cyberwarp holds back from killing Ultra Bee.
