The ruthless second-in-command of the Forty Thieves.- Disney Villain Death: Subverted. Sa'luk falls off a cliff at the end of his first battle with Kairi but is revealed to have survived.
- One-Winged Angel: Willingly gives in to darkness prior to his final battle, turning into a giant water Heartless called 'Kans Avenger'.
- Starter Villain: Notably the first villain Kairi faces on her journey.
- Wolverine Claws: Sports a pair of golden claws. His Heartless retains this trait.
- Would Hit a Girl: Has no qualms with brutalizing Kairi; a teenage girl with comparatively little combat experience.
Governor Ratcliffe
Governor Ratcliffe
A greedy, xenophobic aristocrat who leads the English settlers.- Feathered Serpent: Rides on the back of a Winged Serpent Heartless during battle.
- Fantastic Racism: Like in the animated film, Ratcliffe exploits the settlers' xenophobia in order to rally them against the natives, whom he refers to as "savages".
- Malicious Misnaming: Aros calls him "Ratty".
Charles Muntz

"Once the world learns of my discovery, I'll finally get what I deserve, and I'll go where no explorer as ever gone before...beyond this world."
An elderly explorer with dreams of visiting the outside world.- Adaptation Origin Connection: After traveling to Paradise Falls, Charles Muntz had a fateful meeting with Xehanort, where he learnt of the outside world and The Heartless. With Xehanort's help, Muntz concocted a serum that turned his dogs into Heartless whilst letting them retain their sentience, thereby increasing their lifespans. Thus, Muntz discovered a potential source of Immortality. With this discovery, Muntz hoped to regain the respect of the public and go where no explorer has gone before: beyond his world.
- Evil Old Folks: A villainous old man in the same age group as Xehanort.
- Heroes Love Dogs: Inverted. Charles is a villainous elderly man who values his dogs as companions and laments for the ones he lost. Though he experiments on them by turning them into sentient Heartless, he does so with the intention of making them immortal, allowing them to stay by his side forever.
- Pet the Dog: When he learns that Kairi shares his love of dogs, Charles Muntz tinkers with her Gummiwatch and installs within it the same microchip used in his translator collars, allowing her to translate the speech of any dog she encounters.
The First Culprit
Doug Ramses
A sheep chemist and sniper who took part in both the first and second Night Howler Cases.- Fantastic Racism: His hatred of predators is so strong that he willingly participated in two schemes to rid Zootopia of them.
- Hate Sink: Unlike his partner, Doug exhibits no redeeming qualities or sympathetic traits.
- The Unfought: The heroes never face Doug directly in combat. Instead, he creates the Heartless boss by shooting Jack Savage with a Dark Matter-infused Night Howler bullet before retreating and getting arrested off-screen.
The Second Culprit (Unmarked Spoilers)

"You don't seem to get it, Judy. Don't you remember what it was like? Being beaten around by predators? Being told you're not good enough?! Just because you're smaller, you're worthless?"
A rabbit special agent and Judy Hopps' boyfriend from high school. Jack is assigned by Chief Bogo to investigate the second Night Howler Case despite secretly being one of the culprits.- Big Bad Friend: Genuinely valued his past relationship with Judy Hopps and hoped for her to join him.
- Heel–Face Door-Slam: Just after he has a Heel Realisation and surrenders peacefully to the heroes, he gets shot by Doug with a dark matter-infused Night Howler bullet and transforms into a feral Heartless.
- Foil: To Judy Hopps. Both are rabbits who pursued a career in law enforcement only to be discriminated against due to his species. Unlike Judy, Jack never succeeded in becoming a police officer and instead became a special agent.
- Freudian Excuse: As a child, his parents were murdered by a fox on their tenth anniversary. Since then, he vowed to rid the world of predators.
- If You Kill Him, You Will Be Just Like Him!: Kairi convinces Jack that if he were to exterminate all predators, he'd be no better than the fox who murdered his parents.
- New Old Flame: To Judy. Though they dated in high school, they lost contact as life took them separate ways.
- Original Character: One based off the eponymous scrapped protagonist of the film.

Rapunzel's close friend and lady-in-waiting turned enemy. Having grown resentful from living in Rapunzel's shadow, Cassandra took the Moonstone for herself- Face–Heel Turn: Performs one midway through the Corona arc.
- My God, What Have I Done?: Is overwhelmed with guilt after Zhan Tiri betrays her and takes the Sundrop and Moonstone for herself.

"It's true, Celia has done some terrible things, including harming me and my friends, but a very special friend in my life showed me that a heart that is strong and true will always find its way back, no matter how deep they lose themselves."
The sister of Dr. Facilier who was cast out by their parents. Celia plots to bring her brother Back from the Dead in hopes of earning their parents' approval.— Kairi
- Alas, Poor Villain: Despite everything she did
- Berserk Button: Being disrespected.
- Exact Words: Exploits this after Xion wins a wager against her; though Celia promised to let the Oathkeepers go free, she turns them into small animals beforehand, something that Xion did not specify in the wager.
- Large Ham: Is every bit as flamboyant as her brother.
- Lean and Mean: Has a lanky build not unlike her brother.
- Pragmatic Villainy: When Xion challenges her to a game of poker, Celia cheats by psychically looking at her cards, though Naminé uses her own powers to put a stop to this.
- Redemption Equals Death: After being betrayed by her brother and seeing Kairi stand up for her, Celia turned over a new leaf, vowing to abandon voodoo magic and better herself. Unfortunately, the Lich takes her heart as payment, depriving her of this second chance.
- Related Differently in the Adaptation: Celia is Dr. Facilier's younger sister as opposed to his daughter.
- The Un-Favorite: Her parents often compared her unfavorably to her more successful brother. That is, until they learnt that he was dabbling in black magic for profit.
- Used to Be a Sweet Kid: Celia was once an innocent girl who wanted nothing more than her parents' approval. After being cast out by her parents, Celia decided she'd stop at nothing to earn their acceptance, making a Deal with the Devil
