The Library Future Planning Committee is a Tokyo-backed organization that's dedicated to conducting research and planning on the course of censorship, especially with the civil war between the LDF and the MBC. They have been known to oppose the MBC on grounds on censorship. However, the LFPC does not hide any contempt for the LDF and their backers since they are "officially" known to oppose the MBC through the use of firearms. It is led by Satoshi Tezuka, Hikaru's older brother and their father is known publicly as the head of the Japan Library Association.

In the 'verse, its agenda is to ensure that the libraries and its supporting organizations fold into the LFPC so that it can be under Tokyo's control via the Ministry of Ministry of Education, Culture, Sports, Science and Technology. There is some public opposition to this since it is hypocritical of the LFPC to take the fight the Ministry of Justice since the MBC is a legitimate law enforcement organization in the eyes of society.

    General 

  • Not in This for Your Revolution: While the LPFC has a common ground with the LDF to combat MBC censorship policies and activities on the ground, they prefer if they do this in the Diet and through policies that would bring down the MBA and not through the barrel of a gun.
  • Well-Intentioned Extremist: The LFPC is willing to oppose censorship and end hostilities on both sides, even if it means undermining the civil war doing on by running moles and false flag ops by using sympathizers who agree with their views.


Administration

    Satoshi Tezuka 

  • Adaptational Villainy: While Satoshi was cunning and was a recurring character who is seen to be very hostile in the light novel/manga/anime, the live-action films take it a bit further when he actively conspires with the MBC to take out the LTF during the Mito Library arc to ensure that its weakened forces can't resist the LFPC taking it over and integrating its structure.
  • Even Evil Has Standards: The man himself doesn't want to accept Dojo paying for Kasahara's part on her dinner. He returned the money back to the Musashino Library.
  • Four Eyes, Zero Soul: He really doesn't care if he's doing something despicable, but as long as he can get Hikaru as his side. He changes his attitude by the end of the series.
  • Karma Houdini: Satoshi is never taken into account by the end of the series (depending on the run), usually because the LDF needs him in order to take the lead in putting up a legitimate anti-MBC faction and support them inside the Diet. Of course, not all people in the LDF are willing to do this, but are glad to put this aside if it helps them in the long run.
  • The Chess Master: Takes every opportunity to design plans in order to weaken the libraries, especially the LDF.
  • The Handler: Satoshi was in charge of running Hikaru/Shuji Asahina in order to test Asako and various double agents in Musashino Library.
  • Would Hit a Girl: Satoshi had no problem running a gambit to ensure that Kasahara was framed for book burning alongside Sugawara.

  • Adapted Out: They don't show in the live-action movies since that 'verse doesn't use them as part of Satoshi's plan to weaken the LTF.
  • Named by the Adaptation: The two were only given names in Library War Wings Of Revolution. They remained unnamed everywhere else.
  • The Mole: They were taken down by Dojo, Komaki and Hikaru when they ran a sting to see if the MBC or a hostile faction had sent in double agents to take Mr. Touma out of LDF custody.
  • Those Two Guys: They're seen together in one part in the fourth volume.
  • Too Dumb to Live: When the duo start to berate Hikaru for being with the LDF, he nearly knocks them out by beating the shit out of them.
  • Walking Spoiler: These two are very significant in the fourth light novel volume (also in Wings of Revolution) since it forces the LDF to take Touma away from the Musashino Library.

Agents

    Hikaru/Shuji Asahina 

  • Adaptation Name Change: Shuji Asahina is only used in the live-action series.
  • Even Evil Has Standards: He didn't like the idea of having Satoshi run a gambit to blame Kasahara as an accomplice to Sugawara burning some books inside Musashino, but he felt that in the long run it would help the LFPC fight censorship if they can recruit Hikaru.
  • The Informant: Asako got word from him that the book burning event was to take place inside Musashino Library. He only did it just to test out her insight into the crisis.
  • Worthy Opponent: He thinks that Asako's a very smart person who was able to outwit him in the long run.
