It's on Level 5 of the Sliding Scale Of Animal Communication. We humans can't understand Animal Talk... But our Talking Animal friend can translate for us.

In Pokemon, Meowth of Team Rocket often does this.
In Shiren The Wanderer, there is a dog NPC that Koppa translates for.
Bix the Protoceratops from Dinotopia.
