There's no reason to expect that a P4 cameo would be in a P5 sequel so they didn't waste anything and this is just someone complaining that their pet idea wasn't in the game

*** If nothing else, the fact that [[VideoGame/Persona4 Naoto and Chie]] don't appear at all despite ''being police officers'' seems weird in a game that's trying to show the police in a better light than Persona 5. Even just having Naoto alone would have been a massive WhamShot for fans of 4.

** Certain Persona skills can be performed as combo enders by default or after unlocking the respective Master Art for the character in question. While it's slower to perform than just accessing it through the menus, the biggest trade-off is that they have no SP requirement, meaning that it's entirely possible to repeatedly put Shadows in a CycleOfHurting by abusing their elemental weaknesses or performing healing/buffs/debuffs for free. For obvious reasons, given that he's the only member of the party who can wield more than one Persona, Joker benefits from this the most as he can spam his relatively safe and fast finishers to trigger any one of his diverse skills depending on the Persona he has equipped.

** Bondmaker increases the amount of Bond experience gained, and is one of the first skills available to buy when the system is first introduced. While its high point count makes getting to that point a long grind, prudent players can actually get it to level 2 before beating the Shibuya Jail. The increased gains from the perk make it far easier to then progress towards other Bond skills, and it'll be easier to notice when the party heads to Sendai and watch the Bond meter grow multiple times on their first day there before even entering the Jail.

** Vanilla ''P5'' was criticized for the lack of SliceOfLife episodes where there was a lack of opportunities for the Phantom Thieves to hang out together as a group, with many moments either being cut short or mainly tied to the plot. Many felt that the lack of such moments portrayed the Phantom Thieves less as TrueCompanions and more like co-workers. However, the premise of ''Strikers'' being a road-trip plot rectifies this problem by giving more opportunities for the Phantom Thieves to hang out together as friends. A lot more social events take place in-between the Jails, and the game encourages taking more time to spend with the other party members outside of combat with additional BAND events.

** Similarly, there's Ambusher and Oracle Recovery to help with healing woes in the event there's a shortage of items to use. Ambusher restores a bit of health every time an ambush is successfully pulled off, and at its max level, it can even be a full heal. Meanwhile, Oracle Recovery has Futaba provide smaller boosts to both HP and SP after winning a battle, which is even more of a lifesaver considering that there are fewer ways to reliably restore SP this time around.

While there are no penalties to returning back to reality for a full restore since the game doesn't adhere to the calendar system of traditional ''Persona'' games, these skills at the very least give players enough restoration options such that it would save them time.

** One of the main complaints about ''Persona 5'' was Haru hardly received any meaningful character development outside of her Confidant or screentime due to being a late addition to the cast, as well as her Confidant being the last to open up in the vanilla game. ''Royal'' did not do much to help either other than several ChekhovsGunman scenes. ''Scramble'' gives her as much focus and relevance as the other Thieves featured in the game. In fact, she even has a personal connection to one of the Jail Kings in the game, as if to make up for her arc being overshadowed by Morgana in ''Persona 5''.

** Vanilla ''P5 was criticized for the lack of SliceOfLife episodes where there was a lack of opportunities for the Phantom Thieves to hang out together as a group, with many moments either being cut short or mainly tied to the plot.

** Some people are dissatisfied on Atlus's incredibly expensive DLC practices; this game features absolutely no gameplay based DLC, and the only DLC in the game are soundtracks.
** The police/prosecutors in ''Persona 5'' are generally considered corrupt or incompetent, which leads many into thinking Zenkichi and Kaburagi are antagonists. They are actually a ''lot'' better in this game towards the end. Hasegawa in particular not only joins Sojiro and Sae as one of the only adults who are privy to the true identities of the Phantom Thieves, but eventually joins their ranks as an active Persona user himself. Not only that, but unlike Akechi, he remains a staunch ally all throughout.

* SugarWiki/AwesomeArt: One of the most warmly received aspects of ''Scramble'' other than the music is the game's menu interface, noted for being as stylish as it was in the original. The game's opening animation also drew a lot of praise and favorable comparison to ''Royal's'', which in contrast was met with lukewarm reception for its choppy-looking animation.
* SugarWiki/AwesomeMusic: The game's remix of ''Last Surprise'' excellently combines ''Persona 5's'' catchy compositions and quotable lyrics combined with Koei Tecmo's signature [[AutobotsRockOut butt rock]]. And how about that MetalScream at the beginning?
* BreatherLevel: The Okinawa and Kyoto Jails are this in comparison to the others that came before and after it, especially considering both of them are completed within the span of a single day and are very straightforward dungeons to crawl through. However, in the Kyoto Jail's case, this is set back because the stage boss is incredibly difficult.
* BrokenBase: One of the trailers for the game ended on a scene hinting at another HotSpringsEpisode CallBack to the [[VideoGame/Persona3 last]] [[VideoGame/Persona4 two]] games. And then after the game was finally released the scene played out exactly as anticipated, with the girls [[UnprovokedPervertPayback beating up the guys]] even after they tried to explain how it was a honest mistake. Naturally the fanbase has been vocal over finding this type of humor in the series tired and those who don't see the big deal and actually find humor from it.
* CaptainObviousReveal:
** The game's final boss being [[spoiler:the Demiurge]] was predicted by many, especially since one of the playable characters in ''Scramble'' was revealed as Sophia and her AmbiguouslyHuman nature emphasized by pre-release material.
** Basically nobody ''wouldn't'' doubt a second that [[spoiler:Ichinose was the mastermind and traitor, since she basically slipped up her involvement in the EMMA-related incidents as soon as the '''second time''' you meet her. On top of that, the audience knows absolutely nothing about Ichinose, even after the party supposedly neutralized and captured the culprit and was making their way back to Yongen-Jaya believing the case is closed. This is compounded by the fact that a similar plot twist has been used in the previous '''[[RecurringElement four games]]'''.]] [[labelnote: Note - major spoilers from past games!]]Ikutsuki/Ryoji from ''Persona 3'', Adachi from ''Persona 4'', Akechi from ''Persona 5'' and Nagi/Enlil from ''Persona Q2'', all of them which are traitors who can simply be exposed by their lack of involvement despite being supposedly presented as major characters.[[/labelnote]]
* ContestedSequel: While the game's UI and interfaces, music and gameplay have been widely praised for being of the same quality as the original game, a few elements are divisive among fans.
** There are those that enjoy the story for being LighterAndSofter than the original ''Persona 5'', having the game's villains be sympathetic in terms of backstory and motivation instead of being a lineup consisting of mostly {{Hate Sink}}s, the focus on the character interactions between the Thieves, as well as the police no longer being portrayed in a purely negative fashion. On the other hand, detractors of ''Scramble'' call its story "predictable" and too similar to those in the original ''Persona 5'' but with motifs straight out from ''Royal'', the quality of the in-game graphics being debatable (with the [=PS4=] version of ''Scramble'' receiving the most scrutiny on this front), and the absence of several characters from ''Royal'' like [[spoiler:Maruki, Kasumi, and Akechi]] despite their ability to fight with Personas and the latter two being members of the Phantom Thieves.
** Some fans view the lack of Persona characters from other games as a wasted opportunity, [[WhatCouldHaveBeen since this game was originally planned to have them]]. Others don't mind the focus on just characters from ''Persona 5''.
* EpilepticTrees:
** The [[https://twitter.com/Persona_Central/status/1187246751868227584 display of the company logos]] in the first trailer is set to a backdrop with the [[ColorMotif signature colors]] of the past 4 ([[OneGameForThePriceOfTwo technically 5]]) mainline ''Persona'' games, fueling speculation that characters from those games (especially ''3'' and ''4'') may join the roster down the line, which was further spurred by the game's DLC featuring tracks from past games and their remake. This theory was jossed when the game came out and a datamine confirmed there was nothing hinting at any sort of DLC beyond music tracks.
** When the first trailer for the game was revealed, many fans noticed that Akechi and Kasumi were absent despite both being playable members of the Phantom Thieves and being prominent in advertising for the then-upcoming ''Persona 5 Royal'', leading to confusion about whether the game followed on from vanilla or ''Royal'''s story, with some speculating whether the two were being withheld for use as DLC characters or if they would even appear in the game at all. Like the above, these theories were jossed as a datamine of both the demo and the full game failed to find any references to either of them, and a hint towards the end of the game implies that it uses the ''Royal'' continuity.
** The identity of the mysterious red-haired girl Joker encounters in the reveal trailer for the game brings up several theories if you're familiar with Gnostic lore. Why? The name of our mystery red-head in this game is ''Sophia''. As in, the true god who created the Demiurge aka Yaldabaoth. [[spoiler:It turns out that she's a prototype AI for the EMMA app, and that the final incarnation of the app is run by an AI version of the Demiurge. Despite this, Sophie and the Demiurge are unrelated to Yaldabaoth from the previous game.]]
** The surprise appearance of Shadow Joker, mainly due to his resemblance to [[Characters/Persona4ArenaAntagonists Sho Minazuki]]. In the game itself, [[spoiler:Shadow Joker is actually My Dear Joker, the boss of the Kyoto Jail and leader of the fake Phantom Thief copies created by Akane Hasegawa's Shadow.]] It's also drawn a lot more compared to [[spoiler:its owner Akane.]]
** The mysterious Persona shown near the end of the second trailer, where it is shown to be possibly given to Zenkichi Hasegawa, a character initially shown as an antagonist to the Phantom Thieves. This was later confirmed to be the case in a later trailer, which also confirmed Hasegawa would be playable as the Metaverse user Wolf.
* EvilIsSexy:
** Shadow Alice, at least before she transforms. She wears a {{Dominatrix}} outfit that again, just like Shadow Niijima before, bares little to the imagination, and after she's beaten and kneels on the floor, you can clearly see her rear. Unlike said Shadow Niijima however, her makeup isn't even halfway ugly to begin with.
** [[spoiler:Ichinose]], whose lab coat doesn't even bother hiding the outlines of her cleavage.

When the Phantom Thieves manage to turn off the searchlights to her castle, she announces that she finally has something that she wants after seeing Joker make progress. Among most fans of Joker in Japan, they enjoy the ship; however, reactions are mixed in the West due their age difference.

* HilariousInHindsight:
** The surnames of ''Persona'' traitors: [[spoiler:Ada'''chi''', Ake'''chi''', I'''chi'''nose]]. Notice a pattern?
** A fan-made crossover with ''VideoGame/CodeVein'' called ''Fanfic/AkaneNoMai'' is planned to have a consolidated revised final draft with the same title as the series. Even before that, the early draft had Hifumi gaining a goddess form named Sophia that was written before the actual Sophia was introduced. Come January 27, 2020's announcements, Hasegawa was revealed to have a daughter named ''Akane''. Of course, the author and his main contributor have confirmed plans to incorporate the events of ''Scramble'' (alongside ''Royal'') in the revisions.
** One of the lyrics to the song "Life Will Change" from the original ''Persona 5'' is "I'm not a robot, I'm not an AI challenging you". In ''Scramble'', one of your teammates is an AI...And then the AI part gets removed from "I Believe", now it's just not a robot or phantom...and it's in your face.
** During the trailer stages of ''Persona 5 Royal'', many people speculated that Kasumi will be the instigator of the Third Term's contradictory events due to her "stealing dreams" in the trailer. While this is revealed to be [[spoiler:false, in this game, the {{Big Bad Ensemble}}'s goal in this game is to steal the "Dreams" (Or desires) of people to create an utopia.]]
* ItsTheSameSoItSucks:
** A common complaint against the game is that a lot of the game's plot beats are almost identical to those in the original ''Persona 5'' mixed with tones from ''Royal'''s third term campaign, such as having the bosses of the first, seventh and final dungeons sharing the same sin motif (lust, pride and [[spoiler:melancholy]] respectively, with the last one clearly based on [[spoiler:Eden]]), Akane and Futaba's backstories being almost identical, [[spoiler:both games having a character based on the Demiurge as the final boss]], a lineup of targets [[spoiler:that uses a false god to create illusions of grandeur or comfort from pain,]] complete with the instigator of the events being a [[spoiler:more radical, female version of Maruki.]][[note]]Part of the hilarity of these observations comes from the fact that Omega Force's work on ''Scramble'' occurred in conjunction with the main ''Persona'' team's work on ''Royal'', hence the lack of direct references to the updated plot.[[/note]]
** Almost like it's a running gag for Atlus at this point, ''Scramble'' has its own HotSpringsEpisode. The only difference is the boys actually did stay in the bath past their allotted time but they didn't realize this until after they heard the girls entering. They quickly try to escape, but are caught and [[SarcasmMode fairly]] [[UnprovokedPervertPayback dealt with]] [[UnintentionallyUnsympathetic by the]] [[DoubleStandardAbuseFemaleOnMale girls]]. A lot of players disliked this scene due to how the joke had already been overplayed in the previous two games.
* JerkassWoobie: All of the kings are such.
** Alice Hiiragi was [[spoiler:an introverted girl who was bullied horribly during her time in Shujin, until the EMMA app allowed her to artificially bolster her reputation...and she does the same thing as the bullies did to her during her worst time towards other people. (Namely, stepping on them and taking pictures of it)]]
** Ango Natsume [[spoiler:isn't a good writer unlike his grandfather and he's being fleeced for profit using his grandfather's name. His response is using the EMMA app to sell plagiarized work for tons of money so his publishers get none.]]
** Mariko Hiyodo [[spoiler:is a genuinely kind and caring politician, but a fellow senator used a lethal accident where a snow statue collapsed and killed a child to take the mayor seat, although it's because of Hiyodo's oversight. She then used the EMMA app to forcefully make the current mayor step down and artificially bolster her fame so she can get back there.]]
** Akane Hasegawa [[spoiler:was just a little girl whose father was never around, and when her mother died to someone with Shido connections, her father tried to investigate only to be sent death threats against her; as a result, she grew to hate the police and her father even more, since the police (And especially Zenkichi) cannot investigate anyone connected to Shido without putting themselves in absolute disaster. Not helping matters was that said father even said that "he should find a new daughter," and now seeks to use the EMMA app to spread the word of the Phantom Thieves.]]
** Last but not least, Akira Konoe. While he might seem like a CompleteMonster type of BigBad, it turns out that [[spoiler:[[AbusiveParents his father was the monster, who hated him to the point that he wanted to kill him and he also killed his mother for money...]] which he responds by instigating a big chunk of the events of the game by turning Ichinose's EMMA into a vendetta-based app.]]

** [[ComicBook/IronMan Tony Stark]] is a Persona villain![[labelnote:Explanation]] Akira Konoe, TheHeavy of the game, has been noted by many to be a YoungerAndHipper {{Expy}} of Tony Stark, right down from his physical appearance to him being the CEO of a massive futuristic conglomerate. * MoralEventHorizon: [[spoiler:Konoe's father crossed it when he killed his wife for her money. Then he careens even further over it by trying to [[OffingTheOffspring kill his own son]] afterwards.]]
* ObviousJudas: [[spoiler:Kuon Ichinose]] '''is''' the very definition of the trope. She just does nothing for a broad majority of the game, bar some brief investigation deals, in addition to acting in an incredibly comical and unbelievable manner. In fact, anyone who [[spoiler:saw her speaking with the Phantom Thieves after Konoe's press conference ''will'' guess that she is the true culprit, because she just literally spills the beans there.]] It's quite clear that [[spoiler:she's obviously the mastermind behind [=EMMA=], she's there to monitor the Jails]][[labelnote:spoilers]]Although unlike Akechi she wasn't doing it specifically for monitoring the intruders[[/labelnote]] [[spoiler:and she basically kickstarted '''''nearly everything''''' circulating the game's supernatural incidents.]]
* SpiritualAdaptation: ''Scramble'' is possibly the closest thing to a third ''[[VideoGame/RaidouKuzunohaVsTheSoullessArmy Raidou]] [[VideoGame/RaidouKuzunohaVsKingAbaddon Kuzunoha]]'' title, due to the game having Demon Negotiations and the use of Persona skills during battle, as well as Persona fusion.
* TaintedByThePreview: When the game was first announced (especially after speculation on a Switch port of the original that followed Joker's surprise announcement as DLC for ''VideoGame/SuperSmashBrosUltimate''), it was met with disdain as another ''Musou'' spinoff. Come the first full trailer, though...
* TheyWastedAPerfectlyGoodCharacter: Sophia, just like Kasumi before her, was the main focus during a lot of ''Scramble'''s marketing. While unlike Kasumi she was around Joker for most of the game, she ''does not'' play much of a role save for the Okinawa Arc and the final act, and even then the final act is more [[spoiler:focused than Ichinose than anything.]] One can say [[spoiler:Zenkichi actually gains more attention in the story than her.]]
* TheyWastedAPerfectlyGoodPlot:
** Detractors of the game's story often bring up that the original vision for the game, a CrisisCrossover with other games in the ''Persona'' series, had a lot of potential in terms of character interaction and potentially giving characters from the original ''VideoGame/{{Persona|1}}'' and the [[VideoGame/Persona2 second game's duology]] some spotlight. Most note that even sticking to the Hashino-era ''Persona'' games had interesting opportunities to visit previous locales like Inaba and Tatsumi Port Island and interact with older party members.
** Out of all of the targets, despite being arguably among one of the more sympathetic and relatable ones within the game, [[spoiler:Alice was never heard of again after her confession broadcast. Unlike Natsume, Hyodo or Konoe who at least got a chance to meet a party member personally after their confession so they may atone, Alice has no such moment, leading to fans wished that she could join the party instead. Ann does mention that she does want to befriend her several times, though, so maybe that's the case when the game's over.]]
* WhatAnIdiot:
** The Phantom Thieves' intrusion of the Kyoto Jail, after [[spoiler:Akane was manipulated by EMMA to capture the Phantom Thieves for Konoe]]. You would expect them to go around and check Akane for any abnormalities after receiving an obviously fabricated SNS from her, preferably going into her residence to see if she's even there considering the police inspectors all left it and she usually doesn't leave her Phantom Thief decor-filled room. Or they can even agree with Makoto's proposal at once, and send her alone as a decoy to see if it was really a trap instead of sending ''every member in their team'' straight into the parlor. Instead, [[spoiler:what we see was seven hot-headed teens, an AnimalisticAbomination and an AI talking themselves into barging into what was obviously a trap with full knowledge that ''was'' a trap; if Futaba wasn't that physically unfit, everyone would had been got their heart changed and Konoe would had been went straight for Owada and potentially all of Japan with Akane and the Phantom Thieves brainwashed as his new [[CoDragons enforcers]].]]

*** '''Or he could had been:''' Ask Ichinose for [[spoiler:video clips of the Kyoto Jail, considering she's been monitoring the Jails to observe EMMA's potential, and she would most obviously recognize who the Phantom Thieves are or did they break free of Akane's clutches.]]
*** '''Instead:''' Konoe keeps checking EMMA [[spoiler:if the Phantom Thieves had a change of heart or are still confined by Akane, yet EMMA keeps returning false positives until it's too late. Konoe got his heart changed and was promptly locked behind bars because of a child that he doesn't even know the identity of, not the least because EMMA had [[YouHaveOutlivedYourUsefulness ceased to need him]].]]
** There's a major one about Ichinose. For all [[spoiler:her genuine altruistic motives about observing EMMA and probably trying to actualize human desires with it, she ''doesn't'' even bother performing some sort of reconnaissance of the Jail Kings and their worshipers in the ''real world'' just to see if she and Konoe's plan actually...worked to begin with.]] In fact, there's a Jail right next to her (Natsume's Jail, to be exact) and a close inspection of Sendai downtown will reveal that the public there looked almost blank and insane, which should outright tell her something is ''horribly wrong''. Instead, she just [[spoiler:observes the Jails and nothing else, leading her to actually think that she's saving people until it's too late. Even Ichinose herself lampshades this, admitting she was probably in denial and didn't ''want'' to see it until after Sophia snapped her back to reality.]]
* WinBackTheCrowd: Initially dismissed as a shallow ''Warriors'' clone and even being the target of scorn for ''not'' being a Switch port of ''Persona 5'', the first full trailer for ''Scramble'' managed to pull this off by showing other varied aspects of the gameplay, like platforming sections and daytime social interactions in the real world.
