they explained in part 3 and the beginning of part 4 that spirit photography is not reliable, and when joseph was trying to find josuke, it brought up a picture of angelo repeatedly, if he tried getting kira, he'd just waste time getting photos of random stand users due to the high concentration in the town. even when he was brought in to help with akira, they were gonna find him via electric currents presumably bc it again wouldn't help
