Considering the military side cap he's wearing, Balrog is a part of the US military and is in fact a ReverseMole within Shadaloo's ranks and has been a covert operator observing the evil syndicate for several years. His backstory is vague enough that this could work, not to mention that he hasn't had much limelight in ''Street Fighter'' lore thus far, so there's several things he could've done behind the scenes. He's not a part of the initial roster for ''SFV'', one reason being that Capcom doesn't want us seeing him being heroic yet. It wouldn't be surprising at all if Guile and/or Chun-Li was aware of his role, as well.

Given that F.A.N.G. managed to survive the fall, it’s reasonable to think she did too, unless F.A.N.G. killed and ate her too. Her memories busted by a combination of the sheer trauma she had as a Doll and the fall, she ended up enlisted into the ranks of the very man who took her down.

OK, so if Dan gets in as the fortieth character, he'd probably get in as either regular old Dan or an Evil Dan variation, right?

Wrong.

If Dan gets in, I can see two ways it'll go. One, he'll get in, but as a follower of G. He will be brainwashed and wearing the Q mask and everything and making cult references and stuff.

But, there's another way. What if Dan comes not as Dan, but as the Keiko X-Kira datamined from Dojo Mode? Let me explain: Dan is some way in the process of transitioning, and they or she aren't Dan anymore, but Keiko. And they love being Keiko and won't have it any other way.

Plus, it'd explain their absence from the game; they don't wanna come in the game until they've finished transitioning!
