A bit of a stretch, but considering how Akitsu Maru has pale skin just like them, and the whole RavenHairIvorySkin WomanInBlack deal that she shares with some Abyssals like Battleship Princess and Water Demon. Maybe in the [=KanColle=]-verse an IJA equivalent to Millennium from ''Manga/{{Hellsing}}'' escaped to parts unknown in the dying days of the empire and created or summoned the Abyssals to take vengeance on the world that beat them once.

For added symbolism, Iowa was a reward for smashing Abyssal-held Pearl Harbor in Hawaii, with that state being where the majority of the 442nd were from.
