You can convince them to work for you by offering more money, but wages can only go up, never down, which can cause an untenable financial situation if you raise it too high. In the second game, while almost every non-soldier citizen hates Deidranna, they won't speak out until you've liberated their sector, and even then they'll avoid speaking too loudly if they feel they're in danger (low loyalty). Training them to stand up for themselves, and having those militia soldiers successfully defeat attempts to retake their city will result in a much more vocal group of citizens.
