They kissed at Christmas and were vaguely implied to be dating afterwards until "Jay" died. Then, it turned out "Jay" was actually Hunter Zolomon aka Zoom, BigBad of Season Two. Once Caitlin learned that, she wanted nothing to do with him. Zolomon tried to get her to love him again by kidnapping her and trying to invoke StockholmSyndrome, but after she rejected and abandoned him to return to Team Flash, he gave up on that and treated her as another enemy.

Each of them in their own ways contributes to the difficulties; William seems somewhat lacking in social skills (such as dancing) and [[CantSpitItOut has trouble telling Julia how he feels]], while Julia is torn by her professional ambitions and ambivalence over motherhood in the face of his desire for a family. This is made worse by the Victorian/Edwardian setting and the necessary restraint needed by social standards of the time, as the UST was just as strong (if not stronger) whenever their on/off relationship was actually on.
