Monogram and Carl are sent into a panic, but nobody else is fooled. Doof attempts to hold a meeting of the "former rulers of the Tri-State Area" to set up his new regime but the only people he's able to gather are Roger (who was apparently told they'd be planning their mother's birthday party), the building super and a random crossing guard. Once supervillains begin attacking the town, Roger decides to use this to temporarily put Doof "[[AuthorityInNameOnly in charge]]" so he'll receive all the blame until the whole thing blows over.
