It is then passed on to a second officer who can only hear him at an incredibly low octave, and then to a third officer who only understands when people speak really fast. Apparently the entire force is full of officers with these [[AmbiguousDisorder strange quirks]], the three officers calling other officers, one needing to alternate between octaves and another that has the second officer singing into the phone.
