* Clay Puppington, the father of series protagonist Orel Puppington from ''MoralOrel'', arguably ascends to this position in the third season, with his Jerkassery being heightened beyond regular standards. Although Clay has very sympathetic reasons for why he ended up the way he did... having been psychologically abused by his father, who blamed him for the death of his wife (and Clay's mother), and essentially having been forced into a married life he despises by a desperate Bloberta Clay's actions go well beyond the realm of the sympathetic and can only be described as pure evil. In the season 2 finale "Nature", Clay takes Orel on a hunting trip. When kind-hearted Orel doesn't want to kill any animals, an increasingly intoxicated Clay takes this as a sign of weakness and berates Orel with increasingly frequency. The terrible but fateful night culminates in an argument which ends with Clay accidentally shooting Orel, his own son, in the leg. Instead of getting help, or even asking if he's alright, Clay actually ''mocks'' his son while he's in agonizing pain, before passing out. It doesn't end there either, Orel is forced that night to protect his passed out father from a bear (still not having had his leg checked out.) whom Orel is forced to shoot, despite not wanting to. Clay eventually wakes up...with no memory of the night before. The incident results in Orel being given a limp for the rest of his life. What really puts the cherry on the cake however, is that it's subtly implied that Clay does remember what he did but not only refuses to take responsibility for it...but seems to not hold any regret over it whatsoever. The event is so traumatic that it changes the very tone of the entire series for the remainder of its run to a much more straightforwardly dark one.
** As if that wasn't bad enough, Clay pretty much has no love in his heart for anyone. He openly despises everyone in town, never even tries to make up with his son, and even his homosexual affair with Coach Stopframe is really nothing more than an attempt for him to find happiness for himself. Although Stopframe is far from a saint himself, after befriending Orel and becoming perhaps Orel's first genuine father figure, he realizes the emptiness of Clay's affection and turns him down... despite the fact he originally tried to get close to Clay himself to begin with. Perhaps the true tragedy of the whole thing is that Clay is fully aware of how much of a monster he is... but he doesn't care. He's that unhappy with his life. However in an ironic sense, Clay is really the source of so much of his own misery. He's alone because he makes it that way, and it's a miserable fate Orel thankfully manages to dodge in his own adulthood.

** If Clay is mentioned, than one must mention Bloberta Puppington herself as well. [[spoiler:It was Bloberta after all whom started Clay's alcoholism and eventually became the source of so much of both his and her own misery.]] A tragic trait the two share is that while they're both the sources of their own unhappiness, they could probably change things if they chose to. Instead, they retreat into a life of constant denial... using the Christian religion and conservative pretenses as a mere cover-up for their own misery. The complete selfish disregard of their childrens' own happiness, or well-being by indulging in this behavior is really what makes both Clay and Bloberta complete monsters in their own right.

** Miss Censordoll, Moralton's librarian is an absolute Complete Monster, with no redeeming qualities at all. She's a hypocrite, a plotter, and feels no remorse over steamrolling over others to get her way. While she like the other characters has a decent FreudianExcuse (harsh relationship with her mother, mainly involving her reproductive organs being removed at an early age), it's nowhere near as valid as Bloberta or Clay. It's shown briefly in the series she has powers similar to voo doo or witchcraft that she uses to get her way, both times influencing Clay into being her puppet. If the series has a BigBad, she's it.

* ''{{Metalocalypse}}'' has [[spoiler: Eric von Weichlinghammer, played by Ihsahn of the black metal band Emperor, who makes "special leather" from the skin of models.]]

** Toki's father, a SinisterMinister who took physical abuse to outright torture according to his son's memories of him. Then again, considering that Toki's birth is stated to be unholy...

** No one wants to mention Alfred Belmer? The [[EatsBabies baby eating]], [[ArsonMurderAndJaywalking Dethklok hating]] death row inmate they inadvertantly let back into public on Dethcutions

While most villains from Cartoon Network and Adult Swim are mostly [[JerkAss Jerkasses]] at their worst, there are [[CompleteMonster some who take their villainy at the next level.]]

* Trigon from TeenTitans doesn't actually do so much, as he likes to [[SlouchOfVillainy slouch villainously]] and [[OrcusOnHisThrone let his minions do his work]]. Still, the first thing he does when making his entrance is ''killing everyone on Earth'' (don't worry, [[IGotBetter they got better]]). He's also the [[GodOfEvil incarnation of all evil]], so it's a matter of course that he's as evil as evil comes.

* [[spoiler: Eddy's brother]] from ''EdEddNEddy''. [[spoiler: Eddy has always talked about how good his brother is and how awesome he is. After one of Eddy's failed scams awoke the wrath of the cul-de-sac kids, the Eds attempted to find Eddy's brother to get his help. When they found him, he acted likes a normal big brother, until he shows off his TrueColors. First he forced Eddy to play "uncle", in which Eddy's brother twisted Eddy's foot while he laughed his ass off. Then he beats up Eddy by throwing him on the iron door of his carhouse, which causes Eddy much physical pain. When Eddy tells his brother to "give it up", he just pretends to act shocked and says he thought Eddy wanted to hang around with his "hero", while smirking. Eddy is at cracking point by this time but he still attempts to play the nice little brother and says he does. Edd had enough of the abuse he witnessed and attempted to call out the bro but he just gives him the most epic SlasherSmile in cartoon history and then beats up Edd too, with Eddy used as a club, but not before he proudly admit he had bullied Eddy in his whole life. The cul-de-sac kids and the Kanker sisters, who were witnessing all this, had enough and gangs up on Eddy's brother but it's Ed who defeats him by doing something smart this time. Eddy is saved but he's already emotionally broken and all his secrets about his brother and his jerkass facade are revealed from his mouth. The horrors the cul-de-sac kids witnessed gives them the heart to accept the Eds, while Eddy's brother is left for the Kankers, who plans to give him "mouth-to-mouth"]].

** Adding to it, he comes right out and says this abuse is pretty much what he'd done to [[spoiler: Eddy]] his entire life. And [[spoiler: Eddy's brother]] is '''proud''' of doing so. To drive the point further home, [[spoiler: the cul-de-sac kids had spent the entire movie chasing the Edds down to try and take revenge on them. After seeing Eddy's Brother do this to him and Edd, they completely accept them after realizing what Eddy's childhood must've been like living with this monster. Heck, even the [[ChaoticEvil Kanker Sisters]] are disguisted by him!]]

* Grandfather from ''CodenameKidsNextDoor Operation Zero'' is another example. While the rest of the villains were [[LaughablyEvil too silly]] [[TooFunnyToBeEvil to be viewed]] [[HarmlessVillain as a real threat]], some did cross the MoralEventHorizon such as [[CorruptCorporateExecutive Mr. Boss]] sending his employee's daughters to Pluto or [[LethalChef Grandma Stuffum]] force feeding children until they explode. They are all either LawfulStupid and/or StupidEvil to be taken seriously. The rest are either a CardCarryingVillain or in Toilenator's case a HarmlessVillain, and their [[WhatDoYouMeanItsNotHeinous crimes aren't heinous at all]]. Even [[BigBad Father]] suffered from VillainDecay, but not [[BiggerBad Grandfather...]] He's an EvilOverlord who ruled the world with an iron fist a long time ago before being defeated by Numbuh Zero. His first act after being revived is to try and turn everyone in the entire world into [=SenorCitizombies=] just because kids annoy him and that's not even going into how much of an AbusiveParent he is. [[EvenEvilHasStandards Some of the other villains are shown to at least like their own kids]], he's the reason Father is the person he is now and in one episode we see Grandfather somehow left him completely traumatized of a vegetable for crying out loud! Even his favorite son isn't free from his abuse. When he tried to stand up to him, he tried to incinerate him with no remorse.

** What's even worse is that children were shown working like slaves in his Industrial Age factories, and to anyone who paid attention in history class. That actually did happened and it was a FateWorseThanDeath.

His first act after being revived is to try and turn everyone in the entire world into [=SenorCitizombies=] just because kids annoy him and that's not even going into how much of an AbusiveParent he is. Some other villains are shown to at least like their own kids, he's the reason Father is the person he is now and in one episode we see Grandfather somehow left him completely tramatized of a vegatable for crying out loud! ** From the new Ben10UltimateAlien series we have Aggregor, who kidnaps aliens from different planets to zap their powers and use them as his own. [[spoiler: [[MoralEventHorizon What cements him as a Complete Monster is when he kills a peaceful turtle alien, all on SCREEN, and then turns its powers against its brethren before kidnapping the main one. And then he kills the plumber from Season 2 of AlienForce by stabbing him in the back when he found the prisoners]].]] And with the latest episode, he just topped himself, [[spoiler: learning of the Omnimatrix, he tries to force Ben into a form he wanted after a [[NoHoldsBarBeatdown no holds bar shock down]] by ''stabbing'' him right in the Omnimatrix icon with his spear, and ''twisting'' it. If not for the HeroicSacrifice of the jellyfish alien, Ben would have ''died since both Kevin and Gwen were down.]]

* The one-shot villain Dick Hardly from ''ThePowerPuffGirls'' may be even more of a complete monster than most villains of the show, and with no traces of parody or comedy. When he made a factory to create {{Evil Knockoff}}s of the Girls, one of the knockoffs was a perfect replica of Buttercup. Dick simply told his workers to take her and melt her down for Chemical X. That wasn't where it ended; when the Girls found out about the whole operation, he placed them into a machine and drained their Chemical X, slowly killing them, ''while their father was watching''. He's arguably one of the show's most evil and memorable villains despite only appearing once in the entire show.

** Translation: [[spoiler: Eddy's always lied about his brother so he could be liked, when his brother was seen for the first time, his EstablishingCharacterMoment was beating Eddy down, now, while Eddy's been beaten up by many characters before, his brother took it all ''too far'', he beat Eddy in so many different ways, you feel disgusted seeing him pick on who gave him support for years, and when you see how damaged(both physically ''and'' Mentally) Eddy became because of his brother, you'll realize Eddy's Brother is ''just plain evil''.]]
** To drive the above point home, during the NoHoldsBarredBeatdown inflicted upon [[spoiler:Eddy]] AmusingInjuries is completely averted.
*** To drove the point even further, here's the facts. [[spoiler: Eddy's brother]] only shown up in the last few minutes of TheMovie. No more, no less. In said few minutes, he did well, pretty much what that giant chuck of spoiler said.

* Edward from CampLazlo became this when he expressed '''joy''' at the thought of Lazlo's death.
** Are you sure Edward is CompleteMonster material? Granted he can be a complete JerkAss at times, but I don't ever recall him facing other qualifications.

** Zombozo, who's pretty much a [[NinjaZombiePirateRobot a zombie vampire clown]] that feeds on laughter, and when he got the chance, kidnapped Gwen, a ten year old girl, eating at her laughter, the result of which is shown to be her shriveling up and dying slowly. Ironically, he was taken out by Ghostfreak, who'd escape the watch and turn into a CompleteMonster on his own. He returns in ''Ultimate Alien'', just as evil as ever. He threatens to kill Ben's ''parents'' and even his own hired hands (Charmcaster and Vulkanus) think he's a creepy bastard.

** Regular villain Him, being basically the devil of the PPG world, is (save for [[NightmareFuel the episode "Speed Demon"]]), an example of this trope [[CampGay played entirely for laughs.]]

In SymBionicTitan we have General Modula, (dispite the fact it remians to be seen if he is truly in control or the same one the they once knew) is making himself into a big one, first of all he betrayed his own homeworld, slaughtered and enslaved the imhabitants, and acitivly hunts down any resistance he can find. [[YouHaveOutlivedYourUsefulness He treats his own mooks as cannon fodder, and if they fail to meet his expectations kills them without even moving his spot.]]

** Kevin, who'd destroy two trains of innocents for cash, likely kill a police officer with no regrets, and whose attacks on Ben and his family are more vicious than most foes save for the other examples on this page. He also turns down two chances at redemption, and even afterward when he and Ben [[ChainedHeat are forced to work together]], he ends up trying to kill Ben through ''impaling him''. And if you think that's bad, in an AlternateTimeline in the distant future, he tried to murder Ben's ''son'', and would've likely ''killed his '''own''' son just to do it''. This characterization would appear again in the form of Aggregor, as seen below.

*** While he later [[HeelFaceTurn becomes a hero]] in later seasons, the gap in continuity causes them to act like two different characters. The new Kevin is an AntiHero, and a good one, but the original Kevin... shudder.
