They separate as many magical girls from their soul gems as possible, keeping their progression into witches frozen while they work on a way to prevent them from ever turning, which keeps more witches from being created. When one of their number becomes a witch and dies, they preserve her body and grief seed in an attempt to resurrect her without turning to more wishes. [[spoiler: And as soon as they learn Kyubey's true nature, they lock him out of their city in a way that prevents him from making ''any'' more contracts in the area.
