Space is not cold. One of the main advantages of an SAS is that it allows the body to regulate temperature on its own without requiring the suit to incorporate any kind of temperature control system. Wearing coveralls over an SAS would cause you to rather quickly overheat.

The need for insulation in a vacuum depends a great deal on whether the wearer is in full sunlight. Cooling in a vacuum is always a problem but so is direct solar heating. Insulation is one of the functions of the outer layer of existing spacesuits.
