He is quite fond of taunting and bullying his enemies in battle too (as well as his allies). The manga goes further by detailing the nature of the experiments he performed on the captive Quincy -- essentially, he tortured them all in horrifically cruel and senseless ways or forced them to kill each other in the most violent ways possible.

He also admits at the end that he is willing to publicly humiliate and ruin people in his newspapers regardless of whether he can actually prove anything he says.
