Because the former game is set on an ocean, this was done to prevent the player from traveling between the islands without the boat.

* In the Franchise/TheElderScrolls it doesn't matter if you come from the deep desert or have lived in a city all your life, every player character knows how to swim well in full armour and carrying hundreds of pounds of gear. The Argonians have gills and are canonical likely to be good swimmers but that doesn't explain why the icy waters of [[TheElderScrollsVSkyrim Skyrim]] pose no challenge to them.
