In Season 7 and 8 he graduated to full on KillAllHumans [[OmnicidalManiac Omnicidal Mania]]. His motivation? The belief that HumansAreFlawed and thusly, HumansAreBastards by default. Unlike [[BrokenBird Tess]] he's not even [[CompleteMonster remotely sympathetic]]. And that's without getting into the BadFuture where he and LexLuthor schemed to nuke the planet so they could rebuild it in their own image.

When the Imperious Leader is killed his successor is willing to compromise if the Colonials accept Cylon rule, so he sends Baltar with a Cylon fleet to convince them one way or the other. Unfortunately the Colonials are no longer willing to trust Baltar or the Cylons for obvious reasons.
