Jareth is absolutely a realised character (even his accent is different), but more importantly Bowie didn't have a reputation as 'playing himself' or a film persona people went to see. He did only a few films and all were wildly distinct. The mainstream public simply doesn't think of him as an actor at all and would probably be able to name only Labyrinth as a role of his. Jareth was designed to be played by and as 'a rock star', but has nothing to do with any specific persona or character of Bowie's.
