Albert may be arguably greater than Lavitz due to joining early and having more time for Character development, while Miranda was practically an AssPull and was thrown in to simply replace Shana so she could fulfill plot purposes, and for the possibility that someone actually ''did'' use Shana religiously. (Shana and Miranda are a mixed bag - some players will insist they're underrated, while others will say they're both worthless and Meru can do anything they can)
