Shell likely destroyed them before planting the stolen drugs in his locker, and then sending the three busted detectives after him. One of the detectives then promptly confesses Lt. Shell's involvement in the case, and while Gage, Sydney and Trivette arrest the drug dealer they were working with, Lt.
