*** He's removing at least part of his right forearm. Some of his weapons are shorter than his forearm, so there's no room for his arm inside it. He might be swapping out his other forearm for the buster, as the buster also looks too narrow, and maybe too short, or he might be transforming his arm. Other Master System robots of similar status as him are capable of transformation, after all.
** As you said, cybernetics are common. People that see him in armor probably assume that both his arms are robotic, which they technically are.

Granted, you could also clone more humans, which was the plan, but right now there doesn't seem to be any sort of interdiction against that, unlike the humans.

It's just strange how the games mention the Master was the last human, but these characters are the last Reploids and nobody cares.

* Cybernetics are apparently common in the Legends timeline, yet no one ever questions why Mega Man is already equipped with a gun and can replace an entire arm with a weapon and immediately use it properly.
** He's not replacing his actual arm: he's replacing the arm section of his armor: his actual arm goes inside the weapon.
* Everyone's ears were covered (or cybernetically replaced) in the Mega Man ZX series. Why are everyone's ears exposed now?

Much as I more or less agree with you, there\'s no way that Legends was more popular than all of the spinoffs combined, and it\'s just plain untrue that they\'re milking all the others, since no new games for any of the series have been announced. And Headscratchers isn\'t for this sort of complaining.
