Even if the entire Hakurei line is wiped out, and Gensokyo along with it, it's implied or outright stated (I can't remember which) that Yukari isn't native to Gensokyo. As such, she would likely survive, and either [[SetRightWhatOnceWentWrong pull something involving the boundary of past and present]] or [[TheChessmaster manipulate someone else with time powers into doing it for her]].
