Though Leah Clark's delivery comes off as "putting her foot down," Kobayashi could be just saying things to dissuade Tohru's advances since her dragon maid had yet to grow on her as a potential romance partner. Another look at it could be that she thinks herself as "straight" without giving much thought to her true sexuality... outside of being totally schnockered, that is.
