But the Arkham maniacs have the (very minuscule) excuse of being insane and the demons have the (again, very minuscule) excuse of being residents of Hell and arguably being MadeOfEvil. Warren, on the other hand, doesn't even have that, being a [[TheyLookJustLikeEveryoneElse 100% sane (at first) regular human]]. And for the demons in particular, according to Literature/TheDivineComedy, those guilty of fraud will be condemned deeper in Hell than those guilty of murder.

Death Rattle and Jane Doe are just examples of what a regular inmates is for Arkham Asylum, now think how many time there is a breakout in Arkham Asylum allowing murderers like them who don't have any fixation with fighting Batman to hold their mayhem.
