Soon after he wishes for his restored youth before [[GenreSavvy killing the dragon so no one can be brought back Eternal Dragon]] to life, murders many beloved characters, and prevent any revivals or counter-wishes, then takes over the world, world by straight-up walking into King Furry's castle and murdering anyone who gets in his way. His first decree? ''Criminal acts are legal'', plunging everything into anarchy.anarchy, quickly followed up by celebrating "King Piccolo Day" by destroying one randomly-chosen sector of the world each year. His rule is short thanks to Goku, but no other villain comes so close to complete and utter victory.



** Tao, thanks to his life as a condescending assassin who kills anyone who so much as asks him for money to pay for anything. Gets cranked up to the max after he comes back as a cyborg: he is so confident in his new strength that he sees dealing with Tien as just something to do on his way towards getting revenge against Goku.
