The version of the Sil I've read just says he created his Dark Lord form after he lost his fair form (and the ability to create another) in the Downfall of Numenor. There wasn't anything that said he'd lost access to non-fair forms. If there's something in Ho ME or elsewhere that explicitly contradicts this, feel free to correct me.
