A devilishly handsome former victor from District 4, the fishing district. Best known for being one of the youngest victors (he was fourteen at the time) and for the string of broken hearts he leaves behind him in the Capitol. Won his Games by earning so many sponsors that he earned himself an ornate trident that he used to single-handedly destroy the rest of the competition. [[spoiler:He later allies himself with Katniss and Peeta during the Quarter Quell, and turns out to be a rebel who is surreptitiously using his unique position as a former victor and quell participant to make sure the two of them survive so Katniss can become the the figurehead of the second rebellion.]]

* WouldHurtAChild: He says so himself that he's not above hurting children to get what he wants. His government runs the Hunter Games, after all.

* TheVoiceless: Getting your tongue cut out does that... [[spoiler:However, before she was taken by the Capitol, she screamed the the boy's name that she was with.]]

* [[LikeFatherUnlikeSon Like Mother Unlike Daughter]]: Katniss is a lot like her father but very different from her mother. Her mother is a docile and soft spoken healer and when faced with the death of her husband she completely breaks apart and shuts down. Katniss is driven and energetic, loves being out hunting in the woods but can't stand the sight of injured or sick people and when faced with the loss of the boy she loves she rallies and channels her pain into becoming the figurehead of the revolution. They do have one big thing in common though - [[spoiler:both fell deeply in love with a man from their opposite social standing and started a family with him, something Katniss initially swore she would never do]].

* SingleTargetSexuality: Appears to be this for [[spoiler:Peeta]]. She kisses two boys throughout the series but only feels sexual attraction to one of them, [[spoilers:enters into a committed relationship with him at around the age of eighteen and spends the rest of her life with him.]] While she notes that other men around her (for example Finnick) are attractive she never seems to be sexually drawn to them herself.

* NotMeThisTime[=/=]FrameUp: [[spoiler:He was in fact innocent of the bombing of the Capitol children and then the District 13 medics, even when it seemed as though he did it because the hovercrafts with the bombs (which were really from District 13, as the Capitol had lost all of theirs during the destruction of the Nut) were emblazoned with the Capitol seal.]]

* SurroundedByIdiots: Takes this attitude towards Seneca Crane during their scenes in the movie. In general he seems to dislike the hypocrisy of the system he runs, or at least get tired of it, and actually enjoys the company of those, like Plutarch and Katniss, who share his cynicism.

* VillainsNeverLie: See IGaveMyWord. He actually ''has'' lied in the past: just never when he says something with a promise attached to it. When he promises something, he feels bound to it.

* WouldHurtAChild: He says so himself that he's not above hurting children to get what he wants. And of course, his government does run the games.

* AdaptedOut / DeathByAdaptation: She isn't mentioned in the first ''Mockingjay'' film, implying that she may have died.
