Those who are not directly associated with show business (e.g. Snow, both Game Makers, the Peacekeepers) tend to be less flamboyant though most have at least one odd fashion or behavioral quirk (Snow's roses and possibly surgically altered lips, Seneca's beard, Cinna's eyeliner).
