* HonestAdvisor: While former Gamemaker Crane was little more than a stooge with a nifty beard, Heavensbee operates more on Snow's level and tells him the truth, giving ''him'' advice about how to deal with the revolution. Snow seems to appreciate his honesty, confidence and cynicism, perhaps seeing something of a kindred spirit in a fellow cold-hearted manipulator. [[spoiler:It's averted hard, however, when Heavensbee turns out to have been manipulating Snow the entire time.]]

* AdaptationalVillainy: In the books, Flickerman is portrayed as doing the best he can in a terrible situation, trying to do his job while helping the Tributes. This aspect is mostly seen through Katniss' narration, so he's a little more ambiguous here. * AntiVillain: Caesar's aggressively feel-good interview style puts emphasis on the strengths of his guests, ultimately bringing out the best in the tributes. Also, Katniss notes her belief that Caesar stays positive so that the tributes don't flub the interview and lose sponsors. In a way, Caesar does his best so every Tribute actually stands a chance of winning.

** Averted pretty effectively in the Books, where they are much more humanized. Several of the Peacekeepers in District 12 are given deeper characterization and the precise nature of their relationship with the population is explored in the first and second book. Mockingjay goes further and explains where they are actually recruited from.

* FacelessMooks: The Peacekeepers.
** Averted pretty effectively in the Books, where they are much more humanized. Several of the Peacekeepers in District 12 are given deeper characterization and the precise nature of their relationship with the population is explored in the first and second book. Mockingjay goes further and explains where they are actually recruited from.
* SilkHidingSteel: Their bizarre, effete and decadent lifestyle is backed up by overwhelming military force, an absolute disregard for human rights and futuristic weaponry.
* ThisLoserIsYou: On a societal level. Many aspects of the Capitol are satire or social commentary on the contemporary United States.
* WorldOfHam: Aside from Snow and Cinna, everyone dresses and/or acts flamboyant. This may be partly justified as most of the Capitol residents encountered in the book series are directly associated with either the fashion world or the super elite. Those who are not directly associated with show business (e.g. Snow, both Game Makers, the Peacekeepers) tend to be less flamboyant though most have at least one odd fashion or behavioral quirk (Snow's roses and possibly surgically altered lips, Seneca's beard, Cinna's eyeliner).

* AffablyEvil: She's very cheerful and friendly, even though her job is, you know, to choose kids to send to their deaths.
* BaldWoman: It is revealed in ''Mockingjay'' that she's been wearing wigs.
* BunnyEarsLawyer: Despite her ditziness she is extremely good at organising Katniss and getting her the sponsors she needs.
* CatchPhrase: "Happy Hunger Games! And may the odds be EVER in your favor!"
* CharacterDevelopment: More emphasized in the films, though it's present in the books too. During the 74th reaping, she's excited and completely oblivious to how terrified and beaten down everyone else is. For the 75th reaping she ''tries'' to look appropriately excited, but the most she can manage is relief that Haymitch's name comes out of the bowl instead of Peeta's - and her face crumples when Peeta promptly volunteers in Haymitch's place. Later on, she's on the verge of tears as she hands out gold accessories to the three of them so they'll all match, insisting, "We are a ''team''!" This shows that she's come to genuinely care for Peeta and Katniss, whereas in the first film, she thought that they were going to die just like all her past tributes.

* FeigningIntelligence: She's probably dumber than a jar of mayonnaise, but she certainly doesn't see it that way.
-->"Everyone has their reservations, naturally. You being from the coal district. But I said, and this was very clever of me, I said, '[[CriticalResearchFailure Well, if you put enough pressure on coal it turns to pearls]]!'"
** Gets a {{callback}} in ''Catching Fire'' by an amused Peeta when he actually finds a pearl.
** At one point, Effie claims to be something of an expert in architecture. Portia only acknowledges this because the silence was getting too long.
* GenkiGirl: A grownup version.
* HiddenDepths: She seems like a frivolous, apathetic bitch at first, but soon shows that she genuinely cares for Katniss and Peeta.
** At the end of Mockingjay Part 1, [[spoiler: while Coin's giving her speech, Effie eyes her with a look that could be considered suspicious, perhaps cottoning on that Coin is not all she seems.]]
* IgnorantOfTheirOwnIgnorance
* ImpossiblyTackyClothes
* IntergenerationalFriendship: With Katniss and Peeta.
* LargeHam
* ScheduleFanatic: A mild example in ''Catching Fire''.
* SkewedPriorities: In the first movie, she's more upset that Katniss stabbed the table ("That is mahogany!") than that she almost stabbed Haymitch in the hand.
** Leans on CompletelyMissingThePoint: "Careers train for the games until they're 18, but they don't get dessert! And you do!"
* StepfordSmiler: Katniss eventually realizes that Effie's shallowness is a defense mechanism which is her way of coping with her role in the Games.

* AmbiguouslyBrown: In the films. His skin tone is never described in the books.
* AgeLift[=/=]DawsonCasting: Cinna is described in the book as being a young man in his twenties. In the film series, he's played by the nearly-50 Lenny Kravitz. (In fact, Jennifer Lawrence insisted on calling him "Mr. Kravitz," given [[Film/XMenFirstClass she worked with his daughter]].)
* CostumePorn: It's his job.
* CulturedBadass: Instigates a rebellion with the [[IconicOutfit power of]] ''[[ImpossiblyCoolClothes fashion]]''.
* TheFashionista: A non-camp version.
* GreenEyes: In the novel, at least.
* {{Guyliner}}: Wears gold eyeliner.
* MeaningfulName: [[spoiler:The original Cinna was a doomed opponent of Sulla the dictator.]]
** Also, the word "Cinna" kind of sounds like "cinders."
* NiceGuy: One of the nicest, sweetest people in the CrapsackWorld that is Panem, so much that Katniss quickly grew to like him.
* OnlySaneMan: Katniss at least considers him to one when she arrive to the Capitol.
* RevengeByProxy: [[spoiler:He is beaten by the Peacekeepers as Katniss is being lifted to the Quarter Quell arena, and later killed during interrogations]].
* StylishProtectionGear: The Mockingjay suit he designs for Katniss. Justified in that Katniss the "Mockingjay" is the symbol of the rebellion, and so needs to look suitably iconic.

!!Portia

[[quoteright:219:http://static.tvtropes.org/pmwiki/pub/images/portia_7124.jpg]]

Peeta's rather level-headed stylist. [[spoiler:Is later executed on live television by President Snow to scar Peeta.]]

Portrayed by Latarsha Rose in the first film.

* AmbiguouslyBrown: In the films, like Cinna.
* BusCrash: [[spoiler:Disappears midway through Catching Fire and is later mentioned in Mockingjay to have been killed.]]
* CostumePorn: It's her job.
* DarkSkinnedBlonde: See photo.
* DemotedToExtra: While never that major of a character, in the film she is only seen in the background, with no lines.
* OnlySaneWoman: She is much more level-headed than other Capitol residents.
* TheUnreveal: It is never stated if [[spoiler:she is on the rebel's side or not.]]
* TheVoiceless: Film only, she has no lines of her own.
* WhatHappenedToTheMouse: Does not appear in the Catching Fire film.

!!President Coriolanus Snow
->''" Hope. It is the only thing stronger than fear. A little hope is effective. A lot of hope is dangerous...[A] spark is fine, as long as it's contained.....So '''contain it.'''"''

[[quoteright:350:http://static.tvtropes.org/pmwiki/pub/images/catching-fire-official-still-photo-president-snow_2_5696.jpg]]

The president of Panem. He has puffy lips and smells of blood and roses. He's not very fond of Katniss.

Creator/DonaldSutherland portrays him in the films.

* AcquiredPoisonImmunity
* ALighterShadeOfBlack: While both Coin and Snow are power-hungry villains, what makes Snow a slightly better person than Coin is that if he makes a threat or promises to do something, [[IGaveMyWord he keeps his word on it]]. Coin, on the other hand, is willing to manipulate others and lie to order gain power. [[spoiler: This led Katniss to realize that is was Coin, rather than snow who was responsible for the bombing of the Capitol's children and the death of her sister, Prim.]]
* AndStarring: The films credits him, Philip Seymour-Hoffman (Heavensbee) and Stanley Tucci (Flickerman) this way.
* AnimalMotifs: He's been described as "snake-eyed."
* AscendedExtra: In the film, although as he's the BigBad (and with all the scenes beyond Katniss' perspective), this makes a lot of sense.
* BeardOfEvil
* BigBad: Of the series. As the [[EvilOverlord leader of the totalitarian regime responsible for organizing the Hunger Games]] , he serves as the prime mover behind all the horrific events that transpire within the story.
** BigBadEnsemble: [[spoiler:With President Alma Coin in ''Mockingjay'']]
* BigBrotherIsWatching: Has secret cameras everywhere, much to everybody's discomfort.
* TheChessmaster
* DangerouslyGenreSavvy: At first. He knows that Katniss and Peeta's relationship is a ruse but lets it continue to avoid rebellion, and doesn't kill Katniss because after winning the Hunger Games that would create a martyr. Also see SomethingAboutARose.
* TheDreaded: To all the District's inhabitants in general.....''until'' witnessing Katniss's brazen defiance towards his regime.
* EvenEvilHasLovedOnes: In the film version of ''Catching Fire'', Snow eats breakfast with his granddaughter.
** [[spoiler:Of course given his [[WouldHurtAChild later]] [[HumanShield actions]], you have to wonder if he'd be willing to sacrifice her if it meant saving his position.]]
* EvenEvilHasStandards: A right bastard he might be, but when he gives his word, he ''keeps it''. This clued in Katniss that he [[spoiler:was telling the truth about Coin being responsible for Prim's death]].
* EvilOldFolks
* EvilVsEvil: [[spoiler:In general District 13 and the rebels seem like the grey to the capitol's black (or ALighterShadeOfGrey). But Alma Coin personally is at least as evil as Snow.]]
* FauxAffablyEvil: He can smile politely and say all the right words but then he will make a remark or threat that reminds you of the pure evil lurking beneath.
* HumanShield: [[spoiler:He held Capitol children in fenced outside his mansion in order to keep people from attacking him. It didn't work out the way he wanted]].
* IGaveMyWord: Unlike [[spoiler:Alma Coin]], if Snow promises to do something, he ''keeps his word''. This is one of the few redeemable traits of his character. [[spoiler:Katniss rewards him by killing Coin instead of him, though he dies from other injuries shortly thereafter.]]
* IHaveYourWife: One of the ways he tries to control [[spoiler:Finnick and Katniss]] in the third book (though it's actually "I have your [[spoiler:girlfriend/presumed husband]]).
* KlingonPromotion: Rose to power by killing his rivals and those in higher rank.
* LargeAndInCharge: In the film. Being played by 6"4" Donald Sutherland will do that to a character.
* ManipulativeBastard: Very much so.
* MeaningfulName: Named after the Shakespearian TragicHero in the [[http://tvtropes.org/pmwiki/pmwiki.php/Theatre/Coriolanus eponymous play.]] He shares similar traits - he cares little about the ordinary folk and wants to maintain a totalitarian state.
** His personality is also cold and icy, like snow. His hair is also white, like snow.
* MurderIsTheBestSolution: His go-to solution to pretty much any problem. He needs a compelling reason ''not'' to have someone killed.
* NecessarilyEvil: His conversation with Katniss at the beginning of Catching Fire indicates that he sees himself and the Capitol as this.
* NotMeThisTime[=/=]FrameUp: [[spoiler:He was in fact innocent of the bombing of the Capitol children and then the District 13 medics, even when it seemed as though he did it because the hovercrafts with the bombs (which were really from District 13, as the Capitol had lost all of theirs during the destruction of the Nut) were emblazoned with the Capitol seal.]]
* OutGambitted: For all his talk about destroying Katniss's image so the unhappy districts would have nobody to rally behind, [[spoiler:Plutarch completely played him for a fool]].
* PragmaticVillainy: When he tells Katniss that [[spoiler:he didn't bomb Prim and the Capitol children,]] he says that he would be willing to do so and it isn't a matter of moral squeamishness on his part. He just doesn't subscribe to committing atrocities ForTheEvulz.
* PresidentEvil
* SomethingAboutARose: The smell of blood is natural, thanks to [[spoiler:not taking an antidote quickly enough after poisoning both himself and a rival.]] The smell of roses covers it up.
* SnowMeansDeath
* StraightEdgeEvil: In the movies he's the only character from the Capitol without any bizarre mannerisms or fashion accessories (until Plutarch in Catching Fire). He's said to be "above that."
* SurroundedByIdiots: Takes this attitude towards Seneca Crane during their scenes in the movie. In general he seems to dislike the hypocrisy of the system he runs, or at least get tired of it, and actually enjoys the company of those, like Plutarch and Katniss, who share his cynicism.
* ThisCannotBe: Has this reaction when Katniss [[spoiler:destroys the Arena of the Third Quarter Quell]].
* VillainousBreakdown: See ThisCannotBe above. [[spoiler:After that happens and he finds Plutarch gone, he totally shuts down. For once, he has no options on what to do.]]
* VillainsNeverLie: See IGaveMyWord. He actually ''has'' lied in the past: just never when he says something with a promise attached to it. When he promises something, he feels bound to it.
* VillainsOutShopping: In the second film, he's shown enjoying a cup of tea and having breakfast with his granddaughter.
* VillainWithGoodPublicity: Lack of freedom notwithstanding, he seems quite popular among the Capitol's decadent inhabitants due to the high standard of living they enjoy under his leadership.
* WorthyOpponent: DonaldSutherland says that this is how he views Katniss after she successfully defies the Capitol in the 74th Hunger Games and sparks a rebellion. Some of his dialogue in the books indicates this sort of attitude as well.
-->'''President Snow''': "My dear, I think we can make this so much simpler, if we agree not to lie to each other."
* WouldHurtAChild: He says so himself that he's not above hurting children to get what he wants. And of course, his government does run the games.

!!Venia, Octavia, and Flavius
[[quoteright:350:http://static.tvtropes.org/pmwiki/pub/images/prepteam_186.png]]
Katniss' prep team from the Capitol. Their job is to pretty her up for public appearances. [[spoiler:After the 75th Quarter Quell, they are the last surviving prep team, as all others were murdered by the Capitol.]]

Played by Kimiko Gelman (Venia), Nelson Ascencio (Flavius) and Brooke Bundy (Octavia).

* AdaptedOut: Venia doesn't appear in the film of ''CatchingFire'', and none of the three appear in ''Mockingjay''.
* AscendedExtra: With each book, they become more and more prominent, before eventually [[spoiler:being the last surviving prep team after the Quarter Quell.]] In the ''Catching Fire'' film, Octavia and Flavius get much more screen time than in ''The Hunger Games'' film. Averted in ''Mockingjay'', in which they appear to have been AdaptedOut.
* AmazingTechnicolorPopulation: Octavia's skin is dyed light green. Averted in the movie, where her skin is normal.
* BreakTheCutie: In ''Mockingjay.''
* {{Chatty Hairdresser}}s: Their chatter actually hinted Katniss on potential uprisings in Districts 3, 4 and 8.
* {{Cloudcuckoolander}}: All three.
* DefectorFromDecadence: [[spoiler:They are captured and brought to District 13 and tortured, but their sheer love for Katniss makes them defect against the Capitol, instead of running back and informing them.]]
* DemotedToExtra: In the film. They show up, but their names aren't mentioned and they only have a brief appearance. They have a bit more to do in ''Catching Fire''.
* {{Determinator}}: Venia powers on alone to fix Katniss once Flavius and Octavia are sent away to prevent from upsetting Katniss.
* FacialMarkings: The gold tattoos above Venia's eyes.
* HiddenDepths: All three of them are very enthusiastic to learn how Mrs. Everdeen styles Katniss' hair-- they pay strict attention to her and seem to respect her ability. Flavius and Octavia are very fond of Katniss and can't hide their emotions when Katniss is being sent to the 75th Hunger Games. Venia is, too, but as Cinna absolutely forbade them from crying, once Flavius and Octavia are sent away to keep from upsetting Katniss, Venia powers on through to finish her work alone, then tells Katniss that it was a privilege to make her look her best.
* LastOfTheirKind: [[spoiler:They are the only remaining prep team to survive the Second Rebellion.]]
* WhatHappenedToTheMouse: Venia strangely doesn't appear in the ''Catching Fire'' film.
* {{Wide Eyed Idealist}}s: Even though they're overprivileged and shallow Capitol residents, Katniss still finds them sympathetic because of their innocent outlook.
* YouGottaHaveBlueHair: Venia has aqua hair, Flavius has orange corkscrews in his. While Venia's roots grow out, showing hers is dyed, Flavius's remains mostly unchanged, suggesting his is natural. Octavia wears a curled pink wig in ''The Hunger Games'' film, but wears her natural brown hair in ''Catching Fire.''

!!Lavinia
[[quoteright:200:http://static.tvtropes.org/pmwiki/pub/images/lavinia_7598.png]]
Katniss' Avox (essentially a slave) during the 74th and 75th Hunger Games. [[spoiler:Katniss had met her previously, where she was running away from the Capitol with another boy. While the boy was killed, she was turned into an Avox. After the 75th Hunger Games, she and fellow Avox Darius were taken hostage by the Capitol, and tortured and killed in front of Peeta.]]

Played by Amber Chaney.

* BodyHorror: In the process to become an Avox, she had to get her tongue cut out.
* CruelAndUnusualDeath: [[spoiler:Was electrocuted with extremely high and painful voltages.]]
* DemotedToExtra: In both films. In the first film, she shows up in a single scene in the background. Happens again in ''Catching Fire'', where she is [[http://img4.wikia.nocookie.net/__cb20140323224423/thehungergames/images/2/23/AvoxCatchingFire.jpg wearing a face mask and white clothing behind Peeta.]]
* MadeASlave: Avoxes are the slaves of Panem.
* NoNameGiven: In ''The Hunger Games'' and ''Catching Fire'' she is simply know as the Avox girl. In ''Mockingjay'', Peeta says her name was Lavinia.
* TheVoiceless: Getting your tongue cut out does that... [[spoiler:However, before she was taken by the Capitol, she screamed the the boy's name that she was with.]]

!!Seneca Crane
->''"Everyone likes an underdog!"''

[[quoteright:295:http://static.tvtropes.org/pmwiki/pub/images/tumblr_m11xlrjpao1qfkfj1_5311.jpg]]

The Head Gamemaker of the 74th Hunger Games. He orchestrates everything that happens in the arena except for the actions of the tributes themselves (and even sometimes, he controls that). [[spoiler:He ends up executed because of his allowing for two winners instead of one as planned.]]

Portrayed by Wes Bentley in the first film.

* AscendedExtra: In the film. In the book, he's not identified by name, let alone singled out by appearance; he was first mentioned as the Head Gamemaker in the second book [[spoiler:well after his death.]]
* BeardOfEvil
** WeirdBeard: In the film, he has a very strangely designed beard that became a MemeticMutation.
* DamnedIfYouDoDamnedIfYouDont: He ended up being forced to [[spoiler:let both District 12 tributes become Victors]] because if he didn't, there would be no Victor at all, which would have been a colossal failure on his part. This decision leads to [[spoiler:his execution between the first and second books and his implied forced suicide at the end of the movie]].
* TheDragon: To President Snow in the first film.
* TheHeavy: Of the first film.
* PunchClockVillain: He's not quite as evil as his boss, the tyrannical President Snow, as evidenced when he gives Katniss the top score of 11/12 because: "Well, she deserved it". In stark contrast to his highly sinister appearance, he is little more than a shallow opportunist who views the Hunger Games primarily as a tool for advancing his career.
* SlaveToPR: Most of the decisions Seneca makes regarding the Games is a result of him trying to appeal to what the masses would like. [[spoiler:Ends up being his FatalFlaw.]]
* SmugSnake: WordOfGod states he really has no idea what the true purpose of the games are or the ramifications of what occurs in them. He's just in it for the show biz.
* YouHaveFailedMe: Snow orders his execution over the [=74th=] Hunger Games debacle.

!!Plutarch Heavensbee
The Head Gamemaker of the 75th Hunger Games. He has a fascination with clocks, which becomes a key point in his design of the arena for the Quarter Quell. [[spoiler:He's later revealed to be an important member of LaResistance.]]
[[quoteright:223:http://static.tvtropes.org/pmwiki/pub/images/plutarch_5370.png]]
Portrayed by Creator/PhilipSeymourHoffman in the films.

* AndStarring: The films credits him, Donald Sutherland (President Snow) and Stanley Tucci (Caesar Flickerman) this way.
* BlondGuysAreEvil: [[spoiler:Averted.]]
* ChekhovsGunman: He remains nameless in ''The Hunger Games'' as the seemingly random Gamemaker who knocks over the punch bowl when Katniss shoots an arrow through an apple in a roasted pig's mouth. In ''Catching Fire'' he's promoted to Head Gamemaker, and at the end is [[spoiler:revealed to be a ReverseMole and working for the rebels.]] His role is greatly expanded in Mockingjay.
* TheChessmaster: In the films, best summed up in his line about "moves and countermoves". [[spoiler: A deleted scene shows him rigging the 75th Hunger Games[=/=]3rd Quarter Quell, ostensibly to fulfill Snow's desire to have Victors kill each other and defeat the nascent rebellion by shattering bonds between Victors in particular and districts in general. The result is the opposite, as most of the Victors join the alliance set up by Haymitch to protect and rescue Katniss and Peeta and take the fight to the "real enemy".]]
* TheDragon: In the film version of ''Catching Fire'' especially, as he advises Snow frequently and Snow clearly trusts him greatly [[spoiler:[[ReverseMole and wrongly.]]]]
* {{Foreshadowing}}: [[spoiler:His watch has a Mockingjay on it. He's later revealed to be working for the rebels who have adopted the Mockingjay as their symbol.]]
* TheHeavy: In ''Catching Fire'', being the Head Gamemaker for the Quarter Quell. [[spoiler:Subverted, as he's a ReverseMole]].
* InMemoriam: Phillip Seymour-Hoffman was honored in the CBB of ''Mockingjay'' part 1 (and presumably part 2).
* KnightTemplar: [[spoiler:Despite being on the side of the "good guys", he's ok with sacrificing some lives to achieve the goals of the rebellion]].
* MoleInCharge: [[spoiler:As Head Gamemaker of the 75th Hunger Games.]]
* MeaningfulName: Named after Lucius Mestrius Plutarchus also known as Plutarch, who was an essayist and historian in ancient Rome. This is fitting since Heavensbee is the source of many comments about the old world such as [[spoiler:the plans for the new government being a republic.]] Heavensbee points out that this has worked in the past. Heavensbee also makes several references to ancient Rome, such as when he throws out the phrase "panem et circenses" meaning bread and circuses, when describing the Capitol. It was used in ancient Rome in pretty much the same way, as Heavensbee points out.
* MrExposition: Happens a number of times.
* ReverseMole: [[spoiler: He's actually a rebel agent and helps orchestrate the escape of Peeta, Finnick, Johanna, Katniss, Beetee and Wiress. Unfortunately, Wiress is killed and only Katniss, Beetee and Finnick are saved.]]

!!Caesar Flickerman
->''"So Peeta. Tell me. Is there a special girl back home? "''

[[quoteright:320:http://static.tvtropes.org/pmwiki/pub/images/caesar_flickerman_9982.jpg]]

Host of The Hunger Games, famous for [[KaleidoscopeHair dyeing his hair a new color]] for each iteration. His main concern is keeping the televised interviews light and upbeat. His co-host and announcer is Claudius Templesmith.

Portrayed by Creator/StanleyTucci in the films.

* AndStarring: The films credits him, Donald Sutherland (Pres. Stone) and later Phillip Seymour-Hoffman (Heavansbee) this way.
* AnnoyingLaugh: Constantly lets out this irritatingly jubilant guffaw in the films.
** EvilLaugh: The man doesn't seem to have a truly ''evil'' bone in his body, but the laugh Stanley Tucci gives him in ''Catching Fire'' sounds like a standard "mwahahaha" kind.
* EternallyPearlyWhiteTeeth: His grinning mug appears on in-universe toothpaste ads used to promote the film.
* FunPersonified: Though by ''Mockingjay Part 1'', he's clearly having a hard time keeping it up, especially in his "[[PropagandaMachine interviews]]" with [[spoiler:Peeta.]]
* TheHost: An amalgam of every obnoxious daytime TV host on earth.
* LargeHam
* ManipulativeBastard: If he wants something out of his guests' mouths, he knows how to get it.
* OlderThanHeLooks: Although 24 years have passed since the Second Quarter Quell, he looks the exact same when he interviews the tributes for the 74th Hunger Games. This is achieved through massive amounts of cosmetic surgery, common among Capitol citizens.
* PerpetualSmiler
* YouGottaHaveBlueHair: For the 74th Hunger Games, at least; for the 75th Hunger Games his hair is lavender.
* WhatHappenedToTheMouse: His fate after [[spoiler:the Capitol falls to the rebellion is left unmentioned]].

!!Romulus Thread
Cray's replacement as Head Peacekeeper. He may hail from District 2, as Roman names are common both at the Capitol and District 2 and most Peacekeepers hail from the latter as well.
[[quoteright:239:http://static.tvtropes.org/pmwiki/pub/images/thread_8383.png]]
Portrayed by Patrick St. Espirit in the second film.

* ATasteOfTheLash: He reinstitutes whippings as punishments.
* TheBrute
* ChewingTheScenery: In the film:
-->'''Thread:''' ''CLEEEEAR THE SQUAAAARE! YOU ARE ALL UNDER CURFEW! ANYONE ON THE STREET AFTER DARK WILL BE [[PunctuatedForEmphasis SHOT! ON! SIGHT!]]''
* GutturalGrowler: How St. Espirit portrays him.
* MookLieutenant
* ReplacementGoldfish: to Cray
* WhatHappenedToTheMouse: It is unknown if he was present [[spoiler:during the bombardment of District 12, and if he was if he survived it.]]
** In the movie, [[spoiler: Gale mentions that the Peacekeepers left before the bombing.]]
* WouldHitAGirl: Hits Katniss across the face with his whip when she tries to intervene during his whipping of Gale.

!!Cressida
A director from the Capitol assigned to document Katniss [[spoiler:once the rebellion begins]].
[[quoteright:196:http://static.tvtropes.org/pmwiki/pub/images/cressida_6652.jpg]]
Played by Creator/NatalieDormer in the film series.

* BaldWomen: Complete with green vines. In the film only part of her head is shaved
* DefectorFromDecadence: She defects from the Capitol sometime before the events of ''Mockingjay''.
* IntrepidReporter: Has shades of this, although her main job is to create propaganda.
* OlderAndWiser: And she uses this knowledge to try and help Katniss any way she can.
* SoleSurvivor: [[spoiler: Of her original camera crew, only her and Pollux survive.]]

!!Messalla
Cressida's assistant. He is described as a young man with multiple piercings.
[[quoteright:178:http://static.tvtropes.org/pmwiki/pub/images/messalla_1003.png]]
Played by Evan Ross in the films.

* CruelAndUnusualDeath: [[spoiler: Practically had his skin melted off before he died.]]
* DisasterScavengers: This was his most useful ability, to scavenge food in abandoned houses.
* DefectorFromDecadence: Defects from the Capitol along with Cressida.
* NumberTwo: To Cressida

!!Castor and Pollux
Cressida's cameramen who are both brothers. Pollux is also an Avox.
[[quoteright:256:http://static.tvtropes.org/pmwiki/pub/images/castorpollux_178.png]]
Played by Wes Chatham (Castor) and Elden Henson (Pollux) in the films.

* DefectorFromDecadence: They both defect from the Capitol along with Cressida.
* MadeASlave: Pollux worked in the Capitol's underground sewer system during his time as an Avox.
* MeaningfulName: Castor and Pollux are in Roman and Greek mythology. Similar to their tale, Castor [[spoiler:dies in Mockingjay]] while Pollux [[spoiler: survives]].
* TheVoiceless: Pollux, due to being an Avox.

!!Tigris
A former Hunger Games stylist who now spends the rest of her days in a dilapidated fur underwear shop deep within the Capitol. She has altered herself to look like a tiger.

Played by Eugenie Bondurant in the Mockingjay films.

* AnimalMotifs: Her entire face is shaped like a tiger's face, and even acts like one as well, which Katniss concludes is too weird even by Capitol standards.
* FacialMarkings: She has black and gold tiger stripes tattooed onto her face.
* MeaningfulName: Tigris is Latin for Tiger.

!!Fulvia Cardew
A rebel and Plutarch Heavensbee's right hand woman.

It is unknown whether she'll be in the film or not.

* FacialMarkings: She has tattoos of silver flowers on her cheeks.
* NumberTwo: To Plutarch
