Kulin was introduced as "Kommandant"; in the Lyran military, that's a Major. If he were a Captain, the game would have introduced him as either that or "Hauptmann". His implied superior, Castro, is indeed referred to as a Major in the game, and I'm not wholly certain why the writers didn't keep it consistent, but in context, she should've been referred to as "Hauptmann-Kommandant" given her implied seniority in the operation... Oh well. Either way, Kulin was definitely not a Captain for the game's events, Steiner's or otherwise.
