!!Vampires

An army of bloodsucking monsters who secretly live in the underground catacombs beneath New Marais. They kidnap Cole in order to use him for a blood ritual to resurrect their deceased leader, Bloody Mary. Upon Mary's return from death, she leads her vampires on a killing spree across New Marais, preying upon its oblivious citizens while they celebrate Pyre Night.
----
* BossInMooksClothing: The Firstborn vampires are giant bat-like monsters who serve as mini-bosses, though most of the time they won't fight Cole unless he provokes them. Also whenever an unhidden Firstborn is near a group of civilians, it will quickly bite them and turn them into zombie-like vampire minions who will try to fistfight Cole or even bite him.
* DarkActionGirl: Harpies are female vampires who fight Cole by jumping and clinging to walls, while shooting guns at him.
* LooksLikeOrlok: The Fiends, Harpies, and Firstborns all look rather demonic and inhuman; though Mary, Cole, and any freshly-turned civilians simply look like humans with pale skin.
* OurVampiresAreDifferent: These guys have most of the typical vampire traits you'd expect; they're undead demonic creatures who consume blood, convert humans into more of their kind, can turn into bats and fly; and have fatal weaknesses to crosses, stakes, fire, and sunlight. However, Cole and Zeke speculate that vampires may actually be a sub-type of conduits who have blood-based abilities. However, it doesn't explain their more supernatural qualities, like their aversion to holy objects.
* TranshumanTreachery: Vampires are AlwaysChaoticEvil, and almost every person whom Mary turns into one become her mind controlled Mookss with no free will of their own. Cole is able to (mostly) resist Mary's control over him, and actively fights back against her forces; however if he doesn't kill her before sunrise, he will become her slave permanently. And even then, Cole is unable to resist his thirst for blood, so he's forced to prey on innocent people until he can remove his curse.
* VillainTeleportation: All of the vampires (except for the infected citizens who got bitten by Firstborns) can quickly move around by changing into a shadowy flock of bats and flying/teleporting from place to place. Cole himself can fly around the city as long as his blood meter is filled up.
* ViralTransformation: Obviously, the vampires increase their numbers by turning humans into more of them. However, it seems that humans will only transform if a vampire quickly bites them or only partially drains their blood (like what Mary did to Cole, or what the Firstborns do with the civilians they attack); if a person is completely drained dry, they simply drop dead (whenever Cole or most vampires feed on people, they never turn).
* VoluntaryShapeshifting: The Firstborns have the ability to disguise themselves as random civilians to blend in on the streets. Cole can detect them with his Vampire Sense and instantly kill them by staking them in the back, however any other attack will simply cause them to revert to their true forms and start fighting him.

* TheAtoner: At least part of Cole's heroism and good deeds stems from a desire to redeem himself in the eyes of Empire City's people, due to being put to blame for causing the Blast (even though in all fairness, he was completely unaware that he was about to detonate a bomb). Especially because he accidentally caused his girlfriend's sister's death, which opened a huge rift in his relationship with Trish.

* Irony: [[spoiler:Kessler traveled back to the past and spent decades trying to figure out a way of stopping the Beast in the future. However, Kessler's actions only served to accelerate the impending apocalypse he feared would happen, when the Ray Sphere that he had created eventually somehow turns John White into the Beast. Though of course, Kessler's main goal was forcing Cole to become TheChosenOne that would eventually defeat the Beast... However, if Cole decides to go down the Evil Karma route, then not only does Cole end up siding with the Beast instead, he soon BECOMES the new Beast.]]

The Beast is an immensely powerful Conduit that the First Son's leader, Kessler, believed would come to destroy the world. While only serving as a SequelHook in the first game, he becomes one of the main antagonists in the second game. It eventually turns out that the Beast (or at least the version we see in this timeline) is John White, who was resurrected and transformed after the Ray Sphere destroyed his original body. John believes that the only way to save the world from the deadly Plague is to activate the powers of any remaining Conduits to help them survive, at the cost of dooming the rest of the human species.

Prior to the Ray Sphere detonation, the Reapers were a very loose collection of drug dealers and petty criminals; however, after the quarantine was declared in Empire City and Sasha became their leader, the gang quickly took over much of the Neon District.

A gang largely comprised of homeless people, the Dustmen rule the Warren district in the wake of the disaster in Empire City. As a cult of personality devoted to their mentalist leader, Alden Tate, they have begun abducting engineers and construction workers to build a monument in his honour -- and searching for the Ray Sphere to boost his power to even more extraordinary levels.

Not exactly a gang per se, the First Sons are actually a secret society of Conduits with a private army that's taken over Empire City's Historic District. With a history that can be traced all the way back to colonial Salem, branches all over America, and a heavy emphasis on the propagation and mastery of Conduit powers, they are also under Kessler's control, and directly responsible for the Blast.
