The Schicksal Organization was founded in Europe during the Middle Ages. Back then, it was a religious order which [[WhoYouGonnaCall held crusades against the Honkai forces]] and offered many kingdoms their protection in exchange for wealth. They're known for their "Valkyrie squads", [[AmazonBrigade powerful female warriors]] that fight in the frontline against the Honkai, as well as advancing the use and technology of [[PowerTattoo Stigmata]]. Over the centuries, it has spread its influence to Asia, America and other places, and become very technologically advanced.

* AllYourPowersCombined: With his special Divine Key, "Void Archives", he can create a replica of any Divine Keys. Judgment of Shamash is what he prefers to use the most.
* AlternateSelf: World 2 in Chapter 11 shows a particular scenario where he ended up running an orphanage alongside Theresa, becoming a legitimately good priest and honoring Kallen's wishes. He may still be doing some questionable things outside the orphanage, but he's ultimately well-meaning. Basically, he's akin to Cocolia in the "real world"; this, as well as how "Joachim" gives his last respects to Otto when the latter dies to his wounds to protect the orphanage, would later inspire Bronya to make peace with her foster mother.
* ArbitrarySkepticism: Despite the many supernatural phenomena and things that he has seen and learned throughout his long life, he seems to deny the existence or concept of a "soul". Celestial Hymn (Theresa)'s bio mentions that he once saw "Kallen" in Theresa, but he quickly denied what he saw as he didn't believe in souls (he once claimed that science cannot explain its nature or existence). Then the bio says "Perhaps after 500 years of conflicting cycles, the man finally lost track of what he was looking for."
* ArrangedMarriage: One scene in ch. 21 takes place in the past, when the Schicksal Overseer at the time, Otto's father, talked to him about the problem with Kallen, the Kaslana family, and how it may endanger Schicksal's reputation. After Kallen was brought back from the Far East for her rebellion, the Overseer told Otto that she's going to be executed for her crimes; but he offered a way out for this situation, and that is to make Otto marry her and bring her under the Apocalypse family. While Otto's father said that this is what Otto has always wished for, Otto himself thought this marriage wouldn't be a real, happy one; but he was at least okay with it if it can keep Kallen alive. However, when Otto explained it to her, Kallen herself objected to it, saying that [[GiveMeLibertyOrGiveMeDeath she'd rather die than being kept in shackles]].
* BarehandedBladeBlock: In a supplementary comic set during his time, when Kallen was about to be struck by Eleanor's spear (implied to be Black Orchid, one of the Divine Keys), he stopped her by grabbing the spear's blade with his bare hand, causing it to bleed. He then fainted a few moments later.
* BecauseYouWereNiceToMe: Part of why he crushes on Kallen is because she was the first person at his age who's not only nice to him but also compliments his genius.
* BigBad: The closest person this series has to one. A good number of problems in the present can be traced back to his deeds, and he's got his own EvilPlan for the whole war against the Honkai.
* BigDamnHeroes:
** Played with. In one supplementary comic that took place in the 2nd Honkai War, when the first Herrscher (Anti-Entropy's leader of the time, Walter "Welt" Young) was about to finish the 2nd Herrscher, Otto (in a disguise with a mask) stopped him and took him down, claiming that the 2nd Herrscher is vital to his plans.
** In general, back in the 15th century, he generally would come to help Kallen when she's in trouble, but the biggest one is when Kallen was about to be shot by her friend-turned-Honkai Beast, he came to her rescue and shot the beast with a replica of Judgment of Shamash before it could hit Kallen. The last time he did it, however, [[{{Irony}} it ended up with her death instead]].
* BodyBackupDrive: The ''Second Eruption'' comic reveals that this is how he managed to live for hundreds of years: he creates increasingly more powerful bodies to inhabit, in case his previous one proves insufficient to his needs. It gets played for comedy when he screwed up during the body-changing process and his new body became that of his child self[[note]]which led to him being taken in by Cecilia into her home and having to play with young Kiana[[/note]], although he got it fixed later. One episode of ''Cooking with Valkyries'' shows that he sometimes goes out while using his child self's body in order to spy on Theresa.
* CallForward:
** In the supplementary comics focused on the Divine Keys, younger Otto shows up with a narration where he says that he didn't believe what his father said, that the Honkai is the true enemy that will wipe out humanity, and he believes that it's "something else". The neutral narration that comes after that says "Of course, that enemy would be mankind itself"--shown over Otto running on what seems to be the remains of a large-scale battlefield.
** Back when he was a child, he thought that making Kallen's father somehow alive again would make her happy, and he willingly sold his soul to the "mysterious golden cube" just for that. When he attempted to actually resurrect Kallen's father, however, she stopped him (with an ArmorPiercingSlap for good measure), saying that he died to save the two of them and that she just wanted to honor his sacrifice. * CantKillYouStillNeedYou: In the ''2nd Eruption'' comic, Otto, while wearing a a mask and dressing himself in a white suit and top hat, interrupts Welt's finishing blow on Sirin, allowing Benares to snatch her away and escape to the Moon. He reasons that he still needs the Void Queen to completely awaken so his plan can come to fruition. When Siegfried arrives at the scene and starts trading blows with Otto, the Overseer gets pissed by his hotheaded behaviour, but ultimately decides to retreat since Siegfried is also a crucial part to his plan.
* CavalryBetrayal: [[spoiler:He stopped Herrscher of the Void from killing Fu Hua. When it becomes clear that Fu Hua has lost all faith in him after everything that happened, however, he then goes on to personally (seemingly) kill her.]]

[[spoiler:Kevin]] says that Otto and Schicksal can either submit to their request, or be destroyed. Otto admits that Schicksal will be defeated if his side tries fighting World Serpent, but it will cost them their precious time that they need to finish their projects before "the End of Days".
* DealWithTheDevil:
** Back when he was a child, he stumbled upon a strange golden cube that his father kept inside the chapel. When he touched it, the cube suddenly spoke to him, saying that it could help him with anything he wanted to do if he offered his soul. He agreed to it (he wanted to try to resurrect Kallen's father, who died a few days before), and then the contents of that cube flowed out and entered his body. That "thing" is one of the Divine Keys, Void Archives, which has its own conscience and becomes Otto's "inner voice", who would persuade Otto to use its functions whenever he faces a problem.
** The "Sanka Saga" event reveals that Otto has done this in the past with [[spoiler:Herrscher of Corruption, plotting to keep Kallen alive by having the Herrscher manipulate her into driving off the Schicksal agents who were meant to take her back go Europe[[note]]in the original timeline, she just complied[[/note]] and trying to watch over the village that Sakura left behind in her stead; Kallen would later make herself immortal with the "Zakti Rune of Deva" and [[SeeksAnothersResurrection find a way to bring Sakura back from the dead]]]].

* EnemyMine: Chapter 17's prologue shows Otto's dealing with a certain man from World Serpent ([[spoiler:Kevin]]) back in ch. 16. [[spoiler:Kevin]] wants Otto to help him with his [[spoiler:Project Stigma]], but Otto asks for something as a "price". That something is the "beacon" for the 2nd Divine Key, the "Key of Infinity", so Otto can use its Zeroth Power to reach something called the "[[WorldTree Imaginary Tree]]"; he says that the man has it with him. Otto promises that if he can get the beacon, World Serpent can get all the help they need from Schicksal. To be specific, his centuries of using science to revive Kallen proved mostly fruitless (the closest he got to it, Theresa, grew up to be her own person), so he decided to [[spoiler:turn to the Honkai itself]] for clues. In the 2nd Honkai War, he witnessed Sirin, the Herrscher of the Void, wielding additional Herrscher Cores to empower herself, one of them being identified as Gem of Serenity (Herrscher Core of Death) which Sirin attempted to use to revive her mother, although she failed at it (her mother became a mindless zombie). Seeing how the 3rd and 4th Herrscher can become controllable with good old PowerOfFriendship, Otto's next step is to pit her against her friends to make her able to control the Herrscher power with her own mind]]. So far, however, the full extent to his plan has not been unveiled yet. As of the "London Holiday" comic and chapter 15 of the game, however, his attention has been seemingly shifted to the 2nd Divine Key and the "Imaginary Tree".
* EvilRunningGood: He was originally a decent man at heart and appeared to work for the organization's goal to fight the Honkai phenomenon, but not only did he employ various questionable deeds to that end, his true motive isn't all good: he wants to revive his old crush, Kallen, [[AmbitionIsEvil by any means necessary]] [[spoiler:and is actually prolonging the war against the Honkai as he believes that the [[PhysicalGod Honkai (a.k.a "God")]], and specifically the Herrscher of Death, hold the key to reviving her]]. Like Gendo, his role is as the supreme leader of the organization the heroes are on, the scientist who've made many technological breakthroughs for the group, who has an ulterior motive of trying to revive his most beloved person, and is willing to doom countless people for it while hiding behind a campaign to fight against the "monsters" of the story. Like Gendo and Rei, Otto also has cloned his beloved's genes, resulting in Theresa. His first scene in the supplementary comic is also an ''Eva'' reference, to the meeting of the high members of the NERV.

* FakingTheDead: At the beginning of Chapter 20, Theresa and Bronya suspect that he's gone AWOL [[spoiler:after Hua(?) "murders" him and ransacks Schicksal's HQ]]. This is confirmed in Chapter 21, after he returns with a new body and briefly chats with Hua(?), he seemingly and intentionally faked his death and went dark afterwards. Sure enough, at the beginning of Chapter 23, Durandal and Rita mention that Otto has been missing after the incident, confirming Theresa and Bronya's suspicions for the time being.
* FreudianExcuse: There's the fact that [[FriendlessBackground he has no friends in his childhood]] and [[ParentalNeglect his parents didn't seem to care about him much]], so the only one he genuinely loves at all is Kallen, [[LivingEmotionalCrutch her and her alone]]. Thusly [[TheUnfettered he will do everything to save her, no matter what atrocities he might make, with no one else to calm him down]] and as there's no one else that he makes a meaningful bond to, he sees little value in other people's lives.
* GatheringSteam: The T version of his Stigma allow the user to accumulate "charges" with normal attacks, up to 3. After that, the next ChargedAttack will become more powerful, upon which the stack resets. The 2 SetBonus of his Stigma also allow said ChargedAttack to generate an AreaOfEffect on hit that increases the lightning elemental damage taken by the enemies that stand on it.
* HateSink: For all his soft-spoken demeanor and occasional light-hearted moments, Otto is easily one of the most detestable characters in the game due to his hypocrisy, a complete disregard for everyone else around him, even those who trust him, and countless atrocities. Even his desire to revive Kallen doesn't serve as a mitigating factor, as it clearly is more of an obsession than actual love. While he is capable of doing good, such as creating a foundation of modern Valkyries and [[spoiler:the idea of Herrschers fighting for humanity]], all of those positive qualities are overshadowed by the pain and misery he has caused for other characters, directly or otherwise. It doesn't help that Otto is to be blamed for Sirin becoming the Second Herrscher and that he enabled her destructive rampages. Whereas most of the human cast shows the brightest side of humanity, Otto serves as one of the few prime examples that [[HumansAreTheRealMonsters the Honkai are not the only evil plaguing the world, and how some people can be even worse than the Honkai]].
* HorribleJudgeOfCharacter: He didn't acknowledge that Kaslanas always value the lives of others more than their own, in contrast to his complete disregard of other people's lives, which gets Kallen killed by his own plans to rescue her.
* LackOfEmpathy: He has no real sense of emotional attachment to anyone other than Kallen, [[TheUnfettered which is what makes him so dangerous]]. He also doesn't actually care about Kallen as a person outside of himself, dismissing her attachment to Japan (and Sakura) as some idle fancy.
* LoveMakesYouEvil: While at first he's a decent enough guy, it's revealed later in the backstory comic that his loyalty falls to Kallen more than to Schicksal itself. [[WentCrazyWhenTheyLeft When Kallen died]], he, in disillusionment, decided to [[TheUsurper usurp the Archbishop position from his father]] and then use the organization and its resources to [[SeeksAnothersResurrection bring Kallen back to life]].

Fu Hua, who spent half a day on the run from "Welt" half naked, is confused until Wraith points out that she's not even wearing pants and that the Singaporean police arrests people for indecent exposure.

Fu Hua ran three simulations in her mind with Fenghuang Down and found that there's no scenario in which she could beat him without suffering grievous injuries in return, despite Siegfried's missing arm.
* HandsomeLech: Theresa once says that he's a shameless flirt. Best shown in Chapter 5 (which takes place in a simulation of the past) where he tries to flirt with the girl that Theresa brought with her, not realizing that it's Kiana, his own daughter. In a supplementary comic, even the holographic projection of him in a fight simulator compliments Kiana's "growth", [[PervertRevengeMode causing her to punch his face]]. Said hologram even mistakes Mei and Kiana as a lesbian couple, though he makes a side comment of it being [[GirlOnGirlIsHot hot]].
* HappilyMarried: One of Siegfried's main concerns in the ''Second Eruption'' comic is that he's torn between the Kaslanas' nature to protect the weak at the cost of their lives and wanting to stay together with his loving wife and daughter. Cecilia, for her part, is quick to reassure him that she knows his heart is just and he will make the right decision, and she'll fully support him either way and share the burden if it comes to that.
* HeroicWillpower: In the past, he once encountered Welt Young of Anti-Entropy, who blocked his way to Cecilia and tried to subdue him with Star of Eden's power of gravity. Welt warned him that the force of 10G (10 times normal gravity) would hurt him if he resisted, but Siegfried fought back against the force, stood back up and tried to attack him again. * MouthOfSauron: Sometimes, Otto sends her in his stead to convey vital information. He adamantly claimed that he did everything for the sake of humanity's future, but Welt pointed out that he basically had "lost" his humanity.]]
* DarkAndTroubledPast: Some years prior to the comic's present, he had a sickly wife, who encouraged him to keep carrying on his dreams of space development and not worry about her health. Even though he decided to go with it, it went AllForNothing as his space project ended up being canceled and the news of his wife's death came not long after. He's furious and frustrated at the whole thing, but he decided that [[{{Determinator}} he shouldn't give up]] - for he feels that his dreams are for the sake of the whole humanity and the universe. This is what convinced Peppermint to team up with him.
* DeadManWriting: He left a letter for Himeko that would only be found when he's dead, stating that he did all he could to stay faithful to his goals, but won't impose his vision on her and apologizes for being an irresponsible dad. * DefectorFromDecadence: He figured that Otto wanted to cause a big storm in the US using the 4th Divine Key, so he decided to seek help from Anti-Entropy to stop the Overseer's plans.
* DivingSave: When he and Tesla were in the Anti-Entropy base in New Mexico, when he notices the body-controlled guard about to fire at Tesla, he pushed her out of the way, causing him to [[TakingTheBullet take the bullet]] on his upper arm. He latter claimed to her that it's OnlyAFleshWound.
* FaceHeelTurn: In the closing chapters of ''Alien Space'', Ryusuke reveals to Welt that he has been thinking of following in the footsteps of Project ARK's space exploration, reasoning that looking up at the stars and forsaking the attachment to Earth is the best hope for humanity's future. When Welt retorts that the endeavour would come at too high of a cost for humanity's present on top of the Honkai threat, Ryusuke grows increasingly hostile, dismissing Welt as no different from Schicksal. [[spoiler:It is, in this moment, that Ryusuke betrays and murders his Sugar companion, taking the latter's power for himself and becoming a threat to both humanity and the diminutive aliens.]]

* PsychicBlockDefense: The alien that tags along with him can do this for him. When he claimed to Otto that he wanted to go to America to meet his daughter in her college, the Overseer [[MindProbe used his copy of Fenghuang Down on Ryusuke]], but the former didn't manage to find anything wrong in the latter's mind. Said alien can ''eat'' Fenghuang Down's feathers, which is impressive given it's one of the most powerful Divine Keys.

It's also the last boss of the Co-op Raid stage, "Matrix Space", acting as the "virtual antivirus" that gets corrupted and goes berserk, as well as an early boss in another Raid stage "Squad Snowwolf".

* DeathFromAbove:
** It has a move where it launches multiple bombs upward, which all fall down onto a designated area a few moments later.

* SpinAttack: It has a quick-moving and wide-reaching spin attack with its swords. In a variant, its strongest attack after it TurnsRed (and its Ultimate Skill as the playable version) has it firing continuous lasers from its swords while spinning, hitting all around it at long ranges.
* SwordBeam: One of its attacks after it TurnsRed is to fire crescent beams from its DoubleWeapon. In a variant, another attack has it [[SwordPlant plant its double swords to the ground]] to create creeping waves that goes to multiple directions.

* DeflectorShields: It can occasionally create one after certain attacks. It can be broken by a strong enough attack (usually a ChargedAttack, certain switch attacks/QTE, certain weapon skills, Himeko's DashAttack, or Ultimate Skill) which will also deal a huge blow to its ArmorMeter. If the entire meter is depleted, Heimdall will enter a phase where it will slowly regenerate its shield, but is also immobilized and takes massively increased damage.
* DualBoss: At the end of Chapter 9-EX, Rita summons 2 of them to cover [[VillainExitStageLeft her escape]] after she's beaten. The two have lower health than the previous Heimdall battle.

The next event, "The Day You Vanished with the Stars" starts with the Captain only remembering things up to "Odd Drifter"[='s=] ending, implying that this Captain isn't the same one from the previous event. Kongming in that event also mentions that she used to meet "someone like the Captain" before, who promised to her that they'll meet each other again in the future--which was what the (different?) The reason the contact with him was lost is that something in the city has disrupted any normal ways of long distance communication and fooled the satellite imagings.
* DontTouchItYouIdiot: In the 2nd Honkai War, Theresa touched a strange huge sphere on the frozen tundra. Welt told her to not do so, as it is a "Honkai chrysalis". It's too late, though - when she walked back, multiple energy hands suddenly pulled Theresa into the sphere.
* EarlyBirdCameo: Before his formal appearance, he cameo'd in the "Summer Memories" event, in the special story set in 2006. He's only partly seen (through his clothing) in the ripped photo of school age Himeko, and behind the photo (on the frame's base) is the writing "Wel-". He apparently was Himeko's teacher.
* ExoticEyeDesigns: As shown in the ''2nd Eruption'' comic, his eyes gain red circles whenever he uses his Herrscher abilities.
* FacePalm: When he felt exasperated at how Otto didn't taught Theresa all of the Oath of Judah's functions, he states it while doing this. Then when he saw Siegfried insisting to get in the "Honkai chrysalis" to save Theresa (who was just "abducted" into it) despite not knowing anything about it, he taught to himself that he has ran out of facepalms.
* FaceHeelTurn: In the third bubble universe Bronya enters in the Sea of Quanta, he leads Anti-Entropy against Sirin and eventually absorbs her Herrscher core, only for him to turn on Schicksal and slaughter just about everyone out of revenge (because Schicksal slaughtered his comrades) without so much as an ounce of mercy.

** As the 2nd comic[[note]]where he shows Kiana's history exam results to her[[/note]] and the ''AE Invasion'' comic both show, he's been disguising himself as a history teacher at St. Freya for a while, with only people like Einstein recognizing him on the spot. He was looking into infos about the Sea of Quanta in St. Freya's archives, which led to the experiment in the Eye of the Deep with Einstein. That said, his marked absence prompted Cocolia to take the organization's reins with the aid of Welt clones and establish herself as the ''de facto'' leader. He talks about it in one of the chats in Post-Honkai Odyssey, reminiscing how teaching St. Freya was like and remembering Kiana, Bronya, and the young Mei.
** In the "Alien Space" comic, in the part that takes place in 2005, he also posed as a substitute lecturer in Caltech University, teaching Himeko's class.

While [[PlayingWithSyringes she subjected many of her foster children into various experiments for Anti-Entropy]], she only did so in order to ensure her children's survival in the future, she always tries to choose better potential subjects, and she has enough restraint to stop the project in question if it's proven to be infeasible[[note]]such as in the Project X-10 where even using Seele, who had a natural Stigmata, proved a failure and resulted in Seele's "death".
