On the other hand, he could turn Rotor in. However, the team would be deprived of the one man who can lead a T-1 squad. He would also most likely be punished himself though probably not as severely as if he kept quiet, and worst of all Rotor might try to kill him out of anger. Interestingly, Garry actually chose to keep quiet, though he deliberately faked Jenny's death to get her as far away from Rotor as possible.
