In fact, she's doing her best to follow in her footsteps, even knowing that she could never do her job as well as Junko herself.

* HopeSpot: Junko's AI intended for this. He's basically supposed to be the representation of false hope for the adults, motivating them not to fight back while simultaneously encouraging it. The real end goal is making the war between children and adults grow into irreversible chaos, which is precisely what is achieved when Haiji decides to fight back purely driven by revenge.
