Evil he may be, but Hopper is pretty smart to not fall into the shoot the messenger cliché trap that most villains do. Axel and Loco might have thought they were safe because they were the ones who sent the messenger and they are not the messengers themselves, but Hopper proves both Axel and Loco and that cliché trap to be wrong and Axel and Loco, the ones who sent the messenger, are the ones who end up paying for it with their lives, not the messenger Molt who they have sent themselves.

** He does the same when Thumper threatens Dot and Atta again and this time refuses to back down, even as Thumper beats him stupid, leading to his speech mentioned above.
