Discussed this on the Special Efforts thread on Complete Monster in the past (and believe the consensus was that he wasn't one), so I really have to contest Scaramanga being labeled as a Complete Monster.
He's really one of the most sympathetic/only sympathetic Bond villains and sort of has a code of honor. I tend to agree with the man himself that the main difference between him and Bond is that Scaramanga kills for money and Bond kills for country. Bond also seems to enjoy killing people at least in some circumstances (hence all of the Bond One Liners), and also treats women pretty shabbily.
Not a good case for a Complete Monster when their behavior is only moderately more evil than that of the protagonist.
