Because submissions and deadpooled memes have not been shown to be truly memes yet. They might just be random pages new users started for something with little spread.

The meme I've seen the most in the past two years is Pedobear; he was in an Olympic thing, in a newspaper ad for computer parts, a game on Bigfish, FOX news thought he was a legitimate threat to children.
