Judging from the XBLA game's credits, they never disclosed if there was any English voice actors at all other than "Active Media Gaming" or some crappy company with as much talent as the actors of Chaos Wars.
So then, a definite "maybe"?

It turns out that Active Media Gaming is an Osaka-based localization company and they handled translating the actor's and actress' dialogue in English. They have a website, so I'll dig up dirt on them...

Trouble Witches 1.5? I'm not sure if someone is mistaking "AC" as a v1.5 (the PC game only gone as far as v1.13 in the PC version) of this game, but the only games within Episode 1 to my knowledge are:
- Trouble Witches Episode 1 (original doujin PC version) - Trouble Witches AC (Canceled "enhanced"/updated version of the original PC game later turned into a Japanese arcade game on the Taito Type X2 hardware) - Trouble Witches NEO! (Xbox 360/Xbox LIVE Arcade)

[SPOILER AHEAD] Here's something I just noticed with Pril and Al: Ripple has a scary teacher she fears and Pril's her expy, but upon looking at this note on one of the characters sketches from Bouken's website, second row on the right, it has Al the Blackcat labeled on the sketch. Look at the picture, Pril is obviously terrified this old lady. Call it Wild Mass Guessing, but I suspect that Al might the this old lady, but I could be wrong though.
