It feels like a Continuity Nod, but it also feels like a Call back because plot-wise it deals with Oliver's family being his blind spot. I guess what obscures this example from being either-or was how the writers chose to address the situation: for the second time, Oliver is being told that a family member is doing something or is responsible for something unsavoury, and he just can't bring himself to believe it. So if Oliver Queen can't get the truth, the Arrow might. Both times that's failed, as both his mother and sister played the victim in order to catch him off guard and fend him off.
