I'd say that no one from the Sonic series should count, since the series isn't really that toy-heavy. No one got a lot of merchandise pre-Sonic Adventure, calling the Sonic franchise a merchandise-driven toyline is intrinsically false.
Maaaaaaybe this starts to change in the Sonic Boom-era but even with Jazwares it was more of a side-hustle than anything else.

It's when the writers create a character, toyline be damned.
Characters from non-toyline driven media necessarily cannot count. This is supposed to be the one character who isn't based on a toy, not the one character who didn't get one.

I think that the Sonic the Hedgehog example should be rewritten, considering that while the classic Dr. Robotnik indeed did not receive a lot of merchandise during the Genesis and Saturn eras, the post-Sonic Adventure Dr. Eggman did have a decent amount of merchandise in the Toy Island and Jazwares eras, as each of those companies gave him at least one action figure, and he also has his own die-cast Mini Racer to tie in with Sonic & Sega All-Stars Racing. The Jazwares era in particular was when Robotnik/Eggman in general started to receive more merchandise, as a Classic Dr. Robotnik figure was released as a tie in with Sonic Generations.
Here are some other examples that I would also like to the Sonic section:
- Rouge the Bat and Cream the Rabbit did get official action figures by Toy Island to tie in with the Sonic X anime, but were completely ignored in the Jazwares and Tomy toylines.
- E-123 Omega has it even worse, as he did not have any action figures at all during the Toy Island, Jazwares, or Tomy eras despite being the Power member of Team Dark.
