Is this really a trope? Much like Power Blonde, I think that the two tropes can be combined into the existing Everyone Loves Blondes trope as they aren't really saying anything different.

It could be a combination of Phenotype Stereotype (because blond=Caucasian to some, apparently), Everyone Loves Blondes and perhaps even Author Appeal.
