While I await an answer to my previous question, someone said that something is not LEFY if it got a region-free release. However, nothing in the trope description says "If it got released in only one region, but can be played on a game system / disc media player / smartphone of any region, it's not an example of this trope."

Should this trope be revised to exclude region-free releases, on the grounds that one doesn't need to buy a new device of another region to enjoy the work, or should it allow region-free releases, given that even if they can be played on any region, they were still only released to one market?

You can bring this up to the Trope Description Improvement Drive thread in the forums. However, my impression is that it's not necessary for the product to be released on a region-free system, since there is still the problem of a lack of language localization. This is just my opinion, though, so you should look for more feedback.

We may wanna set a guideline for this "trope"; how long should an export take before it qualifies?

Seconded. I question whether the Stitch and Ai example counts. Is 1 year really that long?
