So what's it called when it's nonlethal (therefore not Killer Outfit) but not a cape (therefore not Cape Snag)?

Clip-ons were *invented* exactly for places that demanded ties but the personnel must handle machinery with deadly moving parts.
ID badges used around the neck have the same problem, so the lanyards used must be made of a particularly fragile type of plastic beads, so they snap easily. I worked on a Nuclear Power Plant with enormous water pumps with exposed gearing everywhere, so they were mandatory. They couldn't even be made out of regular cloth, they had to be made entirely out of the snap-easy plastic, instead of having a single point of failure.
