In Half-Life, Dropships were mentioned. I don't think a ship counts as a 'minor mook'.

I think the resistance of Metools can be somewhat explained by a combination of their light-weightness and the strong alloy they are made of. When a body receives a projectile impact, the damage is directly proportional to the inertial delta between the bodies. This is of course negated by the fact that metools don't move an inch on impact, but it can be sort of related.
