I'd guess no... That's a general resource cost-thing? Like general arrows or bullets, it's just that those special ones cost more.
Unless you can sell them... In which case... Could be both? You weigh if it's worth it to sacrifice future profit for present damage or something.

Does it count as Cast from Money if you are merely firing expensive ammunition or otherwise using expensive consumables or high maintenance costs units/equipments?
